Professions in Ethiopia

The Ethiopian Statistical Service (ESS) and its occupation classification group work into nine broad categories: managers; professionals; technicians and associate professionals; clerical support workers; service and sales workers; skilled agricultural, forestry and fishery workers; craft and related trades workers; plant and machine operators and assemblers; and elementary occupations. The distribution differs sharply between rural and urban areas. In the 2021 national Labour Force Survey, skilled agricultural, forestry and fishery work accounted for 51.1% of employment and elementary occupations for 28.0%. In the second round of the 2022 Urban Employment and Unemployment Survey, service and sales workers accounted for 2,474,661 of 8,226,580 workers, or 30.1%, while elementary occupations accounted for 1,769,252 workers, or 21.5%. These figures describe employment patterns, not guaranteed access to a particular occupation. Technical and Vocational Education and Training (TVET) provides structured occupational preparation through five qualification levels. A Centre of Competence (CoC) assesses practical and theoretical competence and can issue a certificate. OS-based recognition can consider learning gained in a school, formal programme, workplace or through experience when the required standard and assessment are available. Formal qualification does not by itself guarantee a job, permission to practise or access to a regulated position. Career development can continue through a higher TVET level, higher education, workplace experience or continuing training. Ethiopia does not have one uniform advancement ladder for every occupation. Regional training capacity, available programmes, language, transport, documents and fees can affect access. Formal pathways exist in urban and rural areas, while self-employment, unpaid family work, apprenticeships and other informal arrangements also provide ways into work. The Ministry of Labor and Skills (MOLS) handles labour administration and skills and occupational-safety directives. The Ministry of Education and the Federal TVET Institute set national TVET standards, curricula and quality arrangements, while regional TVET bureaus and Centres of Competence manage much of the local assessment and administration. Sector regulators impose additional rules where a profession affects public safety or health. Health professions, for example, are regulated through Ministry of Health procedures involving competency examinations and licences. The health licensing system covers 17 professions; a diploma pathway can involve a Level-4 CoC qualification, while degree holders may need licensure depending on the profession. Foreign health applicants may need authenticated documents, a professional licence, at least two years of work experience and a passport. Labour Proclamation 1156/2019 sets conditions for employment relations within its scope. The stated maximum is generally eight hours per day and 48 hours per week. Paid annual leave starts at at least 16 working days in the first year and increases by one day for each additional two years of service. Employers have occupational-safety and health duties, and the Occupational Safety and Health Committee Directive 834/2014 provides for workplace safety committees. Collective labour relations and dispute mechanisms can also affect working conditions. Young workers have a maximum seven-hour working day and may not work at night, overtime, on rest days or on public holidays under the stated rules. There is no single national fee or processing time for every occupational qualification, assessment or licence. Fees, documents, assessment cycles and examination dates depend on the responsible region, institution or sector regulator and should be confirmed with that body. A foreign worker also needs the required work permit. The relevant occupation, qualification level, assessment pathway, registration requirement and actual working conditions therefore need to be checked separately rather than treated as one general profession system.
