Montenegro has a fragmented system for everyday coexistence. National rules apply alongside the statutes and decisions of each opština, meaning municipality. Local rules can determine noise, parking, waste collection, public spaces, service fees and responsible contacts. Because no city is specified here, local tariffs, bylaws, service quality and procedures need to be checked with the relevant municipality. A mjesna zajednica is a formal local participation and needs forum for a settlement or neighbourhood. Its activities can include local concerns, consumer protection, culture and environmental matters, while its tasks, bodies, elections and financing differ between municipalities. A mjesni centar can provide functional cooperation among several mjesna zajednica bodies. Municipal services cover matters such as public areas, lighting, local roads and cycle paths, waste, parking areas, public toilets and shelters or services for stray animals. Komunalna policija and municipal inspection enforce parts of these local rules. Uprava policije handles public safety and criminal matters, not ordinary neighbourhood mediation. People can usually begin with direct written communication and then contact the mjesna zajednica or opština. Petitions, complaints and local participation procedures can lead to a response or information from the authority; a published local-government rule provides a 30-day period, while the exact form, signatures and deadlines depend on the municipal statute. Available participation tools include a građanska inicijativa, zbor građana, petition, proposal, complaint, local referendum, surveys, noticeboards, suggestion boxes, municipal websites, hotlines, workshops and roundtables. State-level eParticipation and ePetition require registration and login. Non-governmental organizations can contribute through consultations, working groups, public debates and non-profit cooperation, while volunteering is voluntary. For a dispute, mediation is a separate option from an authority decision or court case. The Center za alternativno rješavanje sporova provides a formal mediation process when available; a mediator helps the parties reach an agreement but does not impose a binding decision. A complaint to Zaštitnik, the Ombudsman, can address an act, action or failure to act by a state or local authority. The complaint can be made orally or in writing, is confidential and costs nothing. It normally concerns a violation known within six months or a violation occurring within one year, but it does not suspend court or administrative deadlines. Mediation availability and fees depend on the local procedure and case. The 2026 Law on Protection of Equality and Prohibition of Discrimination covers grounds including ethnicity, nationality, language, religion, sex, gender identity, sexual orientation, disability, age, health status and property status. Minority rights include identity, language and alphabet, culture, religion, information and association. A minority language can have official status in a local self-government unit when the relevant minority forms a majority or at least 5% according to the two most recent censuses. Local administrations, non-governmental organizations and community groups help put these protections into practice. The Roma and Egyptian Strategy for 2026–2030 and its 2026–2027 action plan provide a specific policy framework. Immediate danger, threats, a risk of property damage, suspected criminal conduct or serious public disorder should be reported to Uprava policije on 122, which operates around the clock. For a public assembly, the published legal rule provides a five-day notice period and security-related requirements; the Ministry of the Interior examined changes concerning spontaneous assemblies and organizer duties in 2024, so the current MUP requirements should be checked before an event. No general public-assembly fee is established by the available research. Shared housing has no evidenced national one-stop office in Montenegro. Rules between co-residents, quiet hours, shared spaces, privacy and safety are mainly handled through an agreement, property or rental administration, mediation or a municipal report when a public issue is involved; primary rental and ownership questions belong to the housing area. Digital coexistence is also institutionally distributed. AZLP handles data-protection supervision, while ASB/CIRT supports cybersecurity and incident reporting. Threats, hate speech and online violence can require contact with the police and State Prosecutor's Office, and digital-attack reports may also be directed through channels promoted by MLJMP. Preserve the URL, account name, screenshots, timestamps and original files, and do not publish another person's private data. Free legal aid, called Besplatna pravna pomoć, can provide advice, drafting, representation and exemptions from procedural costs when legal conditions are met. Access can include citizens and, under statutory conditions, lawfully resident stateless people, asylum seekers and foreigners who have limited means or a protected status. The application goes to the Služba za besplatnu pravnu pomoć at the president's office of the competent osnovni sud, meaning basic court. This assistance does not replace emergency police protection, mediation or the deadlines for a court or administrative procedure.
