Montenegro's general price level was about 66% of the EU-27 average in 2025, but the national average hides strong differences between municipalities and seasons. Average net earnings were €1,037 per month in July 2026, compared with €1,238 gross; this is an affordability reference, not a median household income. Consumer prices rose 3.8% year on year in July 2026. Transport rose 10.6%, alcohol and tobacco 10.4%, restaurants and accommodation 5.4%, health 4.3%, food 2.2%, housing, water, electricity, gas and fuels 2.1%, communication 1.1%, and recreation, sport and culture 1.4%. Education-service prices were unchanged in that comparison. Housing usually creates the largest regional difference. Official 2025 new-build prices averaged €2,200 per square metre nationally, with about €2,127 in Podgorica, €2,412 on the coast, €1,202 in central Montenegro and €1,533 in the north. These purchase prices do not show the monthly cost of living. A market estimate for a one-bedroom rental was about €450 to €1,000 per month, with approximate averages of €570 in Podgorica, €880 in the Bay of Kotor, €1,025 in Tivat and €1,370 in Budva. A car budget must add fuel, registration, insurance, maintenance and parking; there is no nationwide mobility pass that replaces these local arrangements. Public healthcare begins with registration in the Health Insurance Fund, known as FZO, and a health card. The usual path runs from a chosen doctor to a referral and then to a specialist or hospital. Co-payments can apply to primary services, medicines, specialist and hospital care, medical aids, rehabilitation and non-urgent ambulance transport. Regulated universal-service maximums including VAT in 2025 were €18.51 per month for broadband, €4.05 for voice and €22.56 for a bundle. Restaurant and accommodation prices rose 5.4% year on year in July 2026, making coastal and tourist-season spending particularly variable. For long-term rent and ordinary living costs, an indicative monthly model is €650 to €950 for one person without rent; €950 to €1,400 for one renter in the north or central Montenegro; €1,250 to €1,750 for one renter in Podgorica; and €1,500 to €2,300 for one renter on the coast. For two adults and two children who own their home, the model is €1,500 to €2,300 per month; renting raises it to €1,800 to €2,700 in the north or central Montenegro, €2,200 to €3,300 in Podgorica and €2,800 to €4,200 on the coast. Private preschool can add about €150 to €450 per child per month, and a car can add about €150 to €350 before unusual repairs or replacement. A reserve of 10% to 15% helps absorb seasonal and unexpected costs. These models exclude debt payments, taxes, private school, holidays, major medical expenses and vehicle replacement.
