Art in Malta

Malta has no single artist status, national artist register or unified national art market. The Ministry for Arts, Culture and National Heritage sets policy, while Arts Council Malta, also called Kunsill Malti għall-Arti or ACM, supports cultural production and access. The National Cultural Policy 2021, ACM's Right to Culture framework and the Charter for the Status of the Artist promote artistic freedom, fair conditions, access, non-discrimination, intellectual property protection and international labour standards. Public Cultural Organisations, abbreviated as PCOs, include Teatru Manoel, the Mediterranean Conference Centre, the Malta Philharmonic Orchestra, Fondazzjoni Kreattività and Spazju Kreattiv, Pjazza Teatru Rjal, the Valletta Cultural Agency, MICAS and Festivals Malta. ACM funding applications use scheme-specific calls, guidelines and deadlines. Eligible applicants can include Maltese citizens, residence-permit holders, individual creative professionals, Malta Business Registry entities, collectives, consortia, cooperatives and registered voluntary organisations, depending on the scheme. Applications commonly require a profile, curriculum vitae, identification, proposal, budget and supporting documents. Assessment is competitive, late applications are not accepted, and the eligible costs and maximum support differ between schemes such as Arts Support, Theatre Productions, Screen Support, Artistic Heritage, Micro Grant, Apprenticeship and International Participation. Funding applications commonly close at 12:00 on the stated deadline. Self-employed creative practitioners may qualify for a reduced 7.5% tax rate on eligible artistic income, including intellectual-property income and royalties, subject to the scheme's conditions and a maximum net income of €50,000. The relevant activities include NACE codes 58.11, 58.21, 59.11, 59.12, 59.20, 90.11 to 90.13, 90.20, 90.31 and 90.39. This is not a general tax exemption. ACM's recommendation process takes about 20 working days, so the tax position should be checked before filing. Copyright in Malta is governed by the Copyright Act, Chapter 415. Protection arises automatically when the legal requirements for an eligible work are met. Authors retain attribution and other moral rights, while economic rights can be licensed or transferred. A written agreement should define the royalty, permitted use, territory, duration and responsibility for rights clearance. Collective management organisations operate under regulation. Public dramatic and stage productions also fall under age-classification requirements in Legal Notice 416 of 2012. Visual art has established public institutions, but access remains distributed across several organisations. MUŻA in Valletta is the national community art museum operated by Heritage Malta. Its collection includes painting, sculpture, furniture, silver, ceramics, jewellery, works on paper, photography and video art, alongside exhibitions and education programmes. Exhibitions and artist residencies can be accessed through open calls, while reserve-collection access and reproductions require a request. MICAS in Floriana provides a contemporary and international platform and opened in late 2024. It offers free admission on Sundays and a guided tour at 11:00. Spazju Kreattiv combines galleries, cinema, performing arts and digital or archive projects. The Malta Society of Arts, based at Palazzo de La Salle, provides more than 500 square metres for exhibitions, performances and music. The Malta School of Art and other schools provide additional training and presentation opportunities. Photography and digital art have a fragmented support system. ACM creative-course frameworks explicitly recognise photography, digital arts and video, but Malta has no dedicated national licensing body for photography or digital art shown in the reviewed framework. Practical access usually comes through Malta Society of Arts, the Malta School of Art, Spazju Kreattiv, MICAS, ACM grants and open calls. Course, venue and ticket costs depend on the provider or event. Music has an established professional and community infrastructure. The Malta Philharmonic Orchestra is Malta's only professional orchestra and presents more than one concert a week across symphonic, opera, education and community programmes. Teatru Manoel is a national venue for music, opera, drama, dance and musicals and also has an education wing. The Malta School of Music, the University of Malta's School of Performing Arts, local band clubs, Maltese music and għana provide different forms of training and participation. Festivals Malta's 2026 programme contains 11 festivals, including Valletta Baroque, Mużika Mużika, Festgħana, the Malta International Arts Festival, the Malta Jazz Festival, Dance Festival Malta, the Valletta Guitar Festival and The Three Palaces. Musicians commonly enter through training, auditions, open calls, festival or venue commissions and ACM grants. Malta's literary sector works in both Maltese and English and includes publishing, translation, illustration, graphic novels and audiobooks. The National Book Council is a public body for the book industry, reading and publishing. The Malta Book Fund 2026 accepts submissions from 17 March to 19 May and publishes results on 17 July. Its grants can support new books, out-of-print republications, translation and export, e-books and audiobook adaptations. Applicants need to address rights clearance, budget and timing. An ISBN identifies a print or digital book; publishers, self-published authors and printing presses can request one, with delivery taking about one day. The National Book Prize recognises qualifying books published in the preceding period and includes categories such as novel, poetry, drama, translation, research and illustration. Malta also has the Malta Book Festival and public lending rights arrangements. Film support is divided between cultural production and production servicing. ACM Screen Support includes strands for scriptwriting, development, short films, feature-length production, cultural programmes and an additional current strand. It can cover fiction, animation, documentary, television and cultural audiovisual work intended for theatrical release, festivals, broadcast, video-on-demand or subscription video-on-demand. International co-production is possible. Screen Malta and the Malta Film Commission support the production ecosystem through a cash rebate of up to 40% of eligible expenditure in Malta, subject to scheme conditions, qualifying production and audit. The rebate is reimbursed after eligibility and certification rather than functioning as a universal upfront grant. Distribution and broadcasting primarily belong to the media field, while creation and production remain within the art sector. Performing arts include theatre, dance, music, opera and carnival. The University of Malta offers a three-year Bachelor of Performing Arts and a three-year Bachelor of Theatre at Malta Qualifications Framework Level 6, each carrying 180 ECTS credits. ECTS means the European Credit Transfer and Accumulation System. Malta's schools of music, art, drama and dance, including the Gozo Visual and Performing Arts School, provide further formal and non-formal education. Workshops at venues, the Malta Society of Arts, Teatru Manoel, Spazju Kreattiv and festivals offer additional access. Stage work can involve training, auditions, open calls, production grants and ticketed programmes. Public stage productions must observe the applicable age-classification rules. Architecture is a regulated profession. A perit is Malta's regulated architectural professional, and professional practice requires a warrant. The legal pathway combines recognised academic preparation with supervised professional training. The University of Malta's Master of Architecture in Architectural Design is a four-semester, 120-ECTS programme following first-cycle Built Environment Studies and preparing students for the EU-accredited warrant pathway. A perit's duties include public safety, environmental considerations, structural integrity and heritage protection. Malta has no general design licence shown in the reviewed framework. Design practice can instead develop through formal qualifications, portfolios, Malta College of Arts, Science and Technology's three-year, 180-ECTS Bachelor of Spatial Design at Level 6, Malta Society of Arts or other school courses, and freelance or commissioned work. Malta's art market is commercially fragmented rather than organised through one national auction or artist-access system. Public collections, exhibitions, galleries, museum shops, ticketing, publishing, commissions, grants, sponsorships and donations all support artistic activity. The Malta Development Bank's Culture and Creative sector financing offers loans from €10,000 to €1,000,000, with terms of up to 10 years and an 80% uncapped guarantee, subject to the facility conditions. No national fixed artist-fee tariff was identified. Course, gallery and ticket prices vary by provider and event, while ACM ceilings and deadlines vary by scheme. The most suitable practical entry point depends on the discipline, such as an open call, grant, residency, course, audition, gallery programme, ISBN application, rights review or professional warrant.
