Communication in Tuvalu

Tuvaluan is the main vernacular language, while English is widely used in public, institutional and digital communication. The 2022 Census recorded literacy among people aged five and older at 97.1% in Tuvaluan and 89.2% in English; among people aged 15 and older, the figures were 97.9% and 91.2%. These figures describe literacy, not the language used in every household. Nuian is also used by part of the population. Everyday communication commonly takes place face to face, through family, community and church networks, by telephone, SMS and mobile data. National ICT policy calls for culturally sensitive communication, community consultation, kaitasi, meaning shared responsibility, and falepili, meaning respectful neighbourly relations. The Tuvalu Telecommunications Corporation, usually called TTC, is the main telecommunications provider. It offers mobile 3G and 4G, voice calls, SMS, landlines, ADSL and fixed internet, Wi-Fi and a mobile app. The legal framework gives TTC a non-exclusive right to provide telecommunications services, so additional providers could operate under a ministerial licence. The Ministry of Transport, Energy, Communications and Innovation and its ICT Department oversee policy, networks, digital services, capacity building and compliance. A national broadband plan has targeted 4G LTE in Funafuti and three outer islands, with wider national coverage planned; ICT policy also targets expansion to the eight inhabited outer islands. Publicly listed TTC data packages include 1 GB for one day at $3, 1.7 GB for two days at $5, 3.6 GB for seven days at $10, 8 GB for 30 days at $20, 20 GB for 30 days at $50, 45 GB for 30 days at $100 and 100 GB for 30 days at $200. TTC general enquiries use +688 20005, finance uses +688 20010 or +688 20011, and line faults use 444. Customer service generally operates Monday to Friday from 9:00 to 15:00, while service-centre and finance hours are generally 8:30 to 16:30; weekends and public holidays are closed. Telephone service normally requires a written application and a service contract. Non-payment or breach of contract can lead to disconnection after a warning where reasonable. A subscriber remains liable until giving written notice of disconnection, with at least seven days required in the circumstances covered by the regulations. Tuvalu law does not establish a general entitlement to a particular fixed telephone number. Rules also prohibit conduct such as payment evasion, interference, hoax or malicious calls, false or alarming messages, and obscene, threatening or abusive use. Forging messages, interfering with communications or operating an unlicensed system can also attract penalties. During a public emergency, the responsible minister may control the transmission or reception of communications. Tuvalu Post Limited provides postal services from P.O. Box 24, Funafuti. Opening hours are generally Monday to Friday from 9:00 to 16:30, excluding public holidays. The Post Office Act gives the minister responsibility for organising and developing postal services and allows post offices to be opened or closed. International mail follows Universal Postal Union rules. Internal mail may travel by ship, aircraft, inter-island vessel or public transport, so weather and transport schedules can affect delivery. Letters generally fall under a postal monopoly subject to statutory exceptions. Postage must be prepaid, registration costs extra, and registered items may qualify for compensation within applicable limits. Postal access is uneven. Published 2022 postal statistics recorded about 150 post boxes, home delivery for 30% of the population, collection at a postal establishment for 50%, and no postal service for 20%. International parcel and express volumes were low, and outer-island coverage was not uniform. Prohibited articles, interference with mail, unauthorised opening, delay and tampering can create legal consequences. Digital connectivity changed when the Vaka Cable was connected at the end of 2025. It is Tuvalu's first international subsea cable and links Funafuti to Google's Bulikula cable. It is expected to improve speed, resilience and potentially prices, but the full retail and outer-island effects have not yet been measured. Starlink is available in Tuvalu. TTC Enterprise and Priority plans require registration, a contract, local TTC assistance and local payment, with billing in Australian dollars; prices can change after notice. Government websites, email addresses, contact forms and department portals provide additional channels, but digital contact is not established as the exclusive way to communicate with authorities. Devices, electricity, network coverage and data costs remain practical requirements. The Kaupule is the island-level local government contact, while the Falekaupule system is overseen by the Ministry of Home Affairs. Finance information lists email contacts for Nanumea, Nanumaga, Niutao, Nui, Vaitupu, Nukufetau, Funafuti and Nukulaelae. The ICT Department handles national digital policy and services, TTC handles telecommunications infrastructure and service delivery, and the National Disaster Management Office coordinates national disaster communication. Each island except Funafuti has an Island Disaster Committee, and a Radio Operator provides a local communication link when normal communication with Funafuti is disrupted. The Constitution protects the right to communicate opinions, ideas and information, but restrictions may apply where communication is divisive or offensive or conflicts with Tuvaluan values and culture. The National ICT Policy targets nationwide ICT services and emergency communication for persons with disabilities by 2030. It identifies accessible tools, software and possible funding for special equipment, with roles for Fusi Alofa, the ICT Department, the Ministry of Education and development partners. Operational text telephone, relay, sign-language and captioning channels, as well as a binding general accessibility standard, have not been reliably established. Text, email, web forms and help from a local community or institution can provide practical alternatives. A technical fault should be reported to TTC on 444 or +688 20005. Billing matters should go to TTC Finance, while a written complaint or contact form can document unresolved service problems. Policy or regulatory issues can be escalated to the ICT Department, the Ministry or the minister. Local-government matters belong with the Kaupule or Falekaupule. Postal loss should be addressed through registration records and the applicable Universal Postal Union compensation process. Tuvalu does not have a reliably established independent telecommunications ombudsman or general consumer dispute scheme, so keeping contracts, payment records, messages, delivery evidence and complaint dates is useful when escalation is needed.
