The Tuvalu Broadcasting Corporation (TVBC) is a nonprofit public institution based in Funafuti and the country’s formal public broadcaster. Its legal mandate covers the whole population, balanced and independent news, cultural and minority programming, children’s and educational programs, parliamentary reporting, public announcements and local production. A six-member board is appointed by Parliament. TVBC may operate television, radio, internet, video and publishing services, and its target is for at least 20% of content to come from independent producers in Tuvalu or the Pacific. Its legal service obligations include at least five international free-to-air television channels and two free-to-air radio channels, meaning channels that do not require a subscription. Radio Tuvalu has operated since 1975. Its 621 AM service reaches all nine islands and is the most important national channel for public announcements, cyclone warnings and disaster information. FM coverage is concentrated mainly in Funafuti. Power failures, cyclones, flooding and sea-level rise make AM radio, solar radios, backup generation in Funafuti and island-level SMS or satellite equipment especially useful for continuity. Tuvalu.TV has operated since 2019 and carries one local channel and ten cable channels. Its programming includes local news, culture, government and community information, climate material and health content. It has had a PCBL connection since 2023. Hope Channel has been available free-to-air in Funafuti since 2023. ABC Radio Australia has broadcast continuously on 102 FM since June 2024. Streaming mainly uses external internet services and Facebook; no dedicated local streaming platform is documented. TVBC does not have its own website, while ministries, nongovernmental organizations and civil-society groups commonly use Facebook for announcements, climate and youth discussions, project updates and parliamentary livestreams. Terrestrial television coverage outside Funafuti is incomplete. Satellite television through Tuvalu Telecommunications Corporation (TTC) requires a monthly payment, a dish and a decoder. Earlier pay-TV revenue of more than $200,000 per year from about 500 subscriptions collapsed after hardware failures, reducing both subscriptions and TVBC income. The 2025–26 budget guide lists an approximately $600,000 public subsidy for TVBC. TVBC can also receive advertising, sponsorship and donations, but political party and candidate advertising is prohibited. Advertising is limited to 7.5% of daily transmission time, 10% of hourly transmission time and 25% of total revenue. Internet access has changed quickly but remains uneven. The 2022 Household Income and Expenditure Survey recorded internet use during the previous 30 days for 57% of people aged ten and above, with 30% in the lowest expenditure quintile and 70% in the highest. The same survey recorded 14% internet use among people with disabilities compared with 58% among people without disabilities. The 2022 Census counted 4,750 people with internet access, using a different date and definition. DataReportal estimated 7,027 internet users, or 74.3% of the population, and 3,550 social-media identities, or 37.5%, in October 2025. These figures are not directly interchangeable. Starlink became officially available in January 2025, Kacific service was scheduled to end on 30 June 2025, and the Tuvalu Vaka/Bulikula undersea cable has operated since December 2024. Better and cheaper connectivity is expected, but the current TTC Kasefika website and separate TTC application documents list different prices. Published examples include 30 GB for $90 and unlimited residential service for $105 per month, so the current tariff should be confirmed before an order. Section 24 of the Constitution of Tuvalu Act 2023 protects the freedom to hold opinions and to receive and communicate ideas and information, as well as correspondence. Restrictions may relate to defence, public safety or order, morality, health, reputation and the rights or privacy of others, confidential information, court authority and technical telecommunications regulation. Section 29 also allows Tuvaluan values and culture to support restrictions on divisive or offensive material. Tuvalu has no documented general right-to-information law or policy. The Public Records Act 1979 concerns public archives and library holdings, while reporting duties under the United Nations Convention against Corruption include information related to corruption. TVBC’s Code of Broadcasting Practice requires accuracy, balance, fairness, privacy protection, protection against harassment, safeguards for children, limits concerning violence and sexual material, non-discrimination and protection of sources and leaked information. Individuals can complain to TVBC internally. Master recordings must be retained for at least 28 days, and archives must be maintained. The law gives TVBC operational and administrative autonomy, but government-aligned news agendas and limited critical oversight create a practical tension between legal independence and editorial pluralism. Children and young people face risks from pornography, grooming, cyberbullying, fraud, targeted marketing, privacy loss and the long-term effects of social-network activity. The TVBC law requires children’s programming and the broadcasting code includes child protection. Facebook is widely used across age groups in Funafuti, while TikTok is increasingly used by children and young people. Tuvalu’s ICT Policy 2021 promotes digital inclusion for young people, women and people with disabilities. Planned cybercrime, child-online-protection and data-protection rules may add safeguards, but specialized youth media is not documented. People can respond to media through radio phone-ins, Facebook comments, telephone, email and face-to-face contact. Falekaupule and Kaupule, churches, schools, NGOs and civil-society groups act as local multipliers. Parliament livestreams provide a direct way to follow proceedings. Citizen voices do not consistently shape TVBC debates, and government narratives often dominate. Unverified social-media claims are a major source of misinformation; the 2024 findings referred to approximately 6,000 Facebook users. Fact-checking, stronger social-media skills, a civil-service social-media code and continuing regional technical and editorial support remain practical needs. Media in Tuvalu
Tuvalu’s media landscape is fragmented and combines public broadcasting, local television, external streaming services and social media. Tuvalu Broadcasting Corporation (TVBC) is the formal public broadcaster, while Radio Tuvalu remains the main nationwide source for public information and cyclone warnings. Tuvalu has no established private media organization or print newspaper, so access, editorial independence, online misinformation and resilient infrastructure remain central concerns.
