Art in Tajikistan

The Ministry of Culture of the Republic of Tajikistan sets cultural policy and oversees museums, libraries, theatres, professional and folk art, and heritage protection. Its cultural departments work with the National Museum of Tajikistan, the National Library of Tajikistan, the State Institute of Culture and Arts named after Mirzo Tursunzoda, the State Institute of Fine Arts and Design, the National Conservatory named after T. Sattorov and other institutions. Tajikistan has a functioning state art system, but access, training opportunities and the art market remain uneven, and no single institution represents every artistic field. Visual art includes painting, pencil drawing, sculpture, jewellery, ceramics, carving, Kundal decoration and Gulduzi embroidery. The National Museum holds relevant collections, while the State Institute of Fine Arts and Design provides formal study in visual art and design. Design courses can include drawing, painting, composition and technical drawing examinations, with fashion, textile, applied and industrial forms developing alongside links to digital work. Traditional forms such as Chakan embroidery and Tazhib or Naqqoshlik remain part of the country's artistic practice. Music combines conservatory and state-ensemble training with community transmission. The National Conservatory, State Philharmonic and Shashmaqom ensemble form part of the formal pathway. Shashmaqom is a classical Central Asian musical tradition, while Falak is a Tajik vocal and instrumental tradition; both have international cultural recognition, with Shashmaqom inscribed by UNESCO in 2008 and Falak in 2021. The craft and playing of the rubab, a traditional string instrument, received UNESCO recognition in 2024. Tajik literature includes Persian-Tajik classical writing and contemporary works. The National Library serves as a national depository and research centre with more than 3,000,000 documents in about 50 languages. It provides a digital catalogue, rare-manuscript digitization and public access for citizens regardless of nationality, education, status or political or religious belief, with around 150 public and specialist events held annually. Film is governed by the active Law on Cinema No. 67, amended in 2007 and 2020. Tojikfilm, created by Government Decision No. 589 in 2017, works in feature, documentary and animation production, dubbing, translation, display and preservation. It accepts scripts and can work through contractual domestic or international co-productions. Its offices in GBAO, Sughd, Khatlon and Rasht support regional activity, while licensing and certification rules affect cinema presentation and distribution. Digital distribution and production skills remain areas that need strengthening. The active Law on Theatre and Theatrical Activities No. 80 has governed live creation and public performance since 2 January 2018. State institutions include the Ayni Opera and Ballet Theatre, Lohuti Drama Theatre, Mayakovsky Russian Drama Theatre, Youth Theatre and State Circus. Festivals and foreign tours create additional opportunities, but public performances depend on institutional schedules and available programmes. Architecture belongs to this art scope through built cultural expression, design and the preservation of monuments, museums, fortresses, mosques, madrasas and minarets. Government information reports more than 2,000 historical and cultural monuments. Sarazm, parts of the Silk Roads corridor and Ancient Khuttal are UNESCO cultural properties, and preservation and restoration involve the Ministry of Culture and the Law on Culture. Photography is supported functionally through visual-art education, exhibitions, film and audiovisual production, and cultural documentation; no separate national photography authority or market register is documented. Digital art has no dedicated national institution, so practitioners use design and innovation departments, digital-library resources, audiovisual production and online exhibition or distribution channels. The Constitution and the current Law on Culture No. 2033, active from 3 January 2024 and amended on 2 January 2025, recognize cultural participation and creative activity. The state may support institutions through funding, grants, scholarships, training and international cooperation, but public funding or placement is not automatic. Copyright and related-rights rules protect literary and artistic works, audiovisual works, performances and phonograms. Third-party use generally requires permission and payment of royalties unless a statutory exception applies. The import and export of cultural values are regulated. Arts education normally combines National Testing Centre non-specialist testing with specialist examinations at the relevant institute or an NTC regional office. State-funded and fee-paid places exist, but annual admission plans and institute notices determine the available places and exact tuition. The 2026 institute notice confirms the examination locations and current admission process. Library access is available to all citizens, and digital resources can be used free of charge at library workstations. The National Museum is open Monday to Sunday from 08:00 to 18:00; museum, theatre, film and festival prices vary, and no reliable national tariff covers all cultural activities. Dushanbe remains the main institutional centre, while regional institutions and periodic exhibitions and festivals provide access elsewhere. Reliable national statistics on art prices, gallery turnover, grants and artist income are not available, so commercial opportunities should be assessed through the specific institution, project or market involved.
