Tonga's media landscape is fragmented across public broadcasting, private broadcasters, print publications, online news and international digital platforms. Print and online examples include Taimi ‘o Tonga, Kele’a, Matangi Tonga, Kaniva Tonga, Nepituno Tonga, Talanoa ‘o Tonga and Kakalu News. Matangi Tonga Online is an independent publication operated by Vava‘u Press Ltd. and has operated since 1979. News is published in both Tongan and English. The TBC is a statutory corporation established under the Tonga Broadcasting Commission Act. Its website provides live television and radio access. Other licensed broadcasters include Doulos Broadcasting Network Television, Broadcom FM, Leó ‘o Tonga FM, Radio Nuku‘alofa, A3V-Magic FM, FWC Radio, Kele’a Publication FM, Pacific Partners Trust and Professional International Group. CCT applies the Communications Act 2015 and the Communications (Amendment) Act 2025 to licensing and spectrum oversight. An FM or AM station licence lasts five years and is listed at TOP 500 per year; a digital television station licence is listed at TOP 1,000 per year. A network-provider application is listed at TOP 200, while a fixed annual fee may be TOP 1,500 or 1.5% of the relevant revenue share above TOP 2,000,000. These are provider-side fees, not standard household media prices. Consumer tariffs vary by provider and service. Tonga has no independently documented local subscription or advertising video-on-demand service. TBC live web services and international platforms accessed through licensed internet providers perform some of the same functions. Availability depends on internet connectivity, the device and the chosen tariff. ITU sources report different internet-use estimates for 2024, including 67.4% in the DataHub and 57.5% in an IDI table based on an older or lagged data basis. Tonga Communications Corporation, Digicel Tonga, Tonga Cable, Starlink Tonga, Wantok/TokoWireless and Fiber Pacific appear in the CCT communications register. Undersea-cable or island connectivity failures make radio and other resilient channels especially relevant during emergencies. Government and parliamentary bodies also publish information through websites and social media. The Prime Minister's Office uses Facebook, Instagram, TikTok and its website for ongoing updates, while Parliament uses its website and social channels. The Parliament Media Centre provides press releases, live video, live audio and public consultations. Its Parliamentary Reporters’ Handbook, updated in January 2025, supports media observation and reporting in English and Tongan. The Constitution protects freedom of speech and freedom of the press, but the protection has limits involving defamation, official secrets, the King and Royal Family, public interest, national security, public order, morality, cultural traditions, Legislative Assembly privileges and contempt or other offences. It also provides a right to petition the King or the Legislative Assembly. The Copyright Act 2002 and Copyright (Amendment) Act 2025 govern copyright issues. The official 2026 legislation index lists the Privacy Act 2025, Cybersecurity Act 2025, Computer Crimes Act 2025, Electronic Transactions Act 2025 and Communications (Amendment) Act 2025. The Electronic Transactions Act 2025 requires a Cabinet proclamation before it takes effect, so its operative status should be checked for a specific matter. The index also lists the Electronic Communication Abuse Offences (Repeal) Act 2025; the former 2020 offence and its penalties should not be assumed to remain in force without checking the current legislation. The Media Council Inc. of Tonga provides voluntary self-regulation based on accuracy, balance, source protection, conflicts of interest and privacy. The Media Association of Tonga is another sector body. Media professionals also work under expectations of fact-checking, confidentiality, cultural sensitivity, community standards and content compliance. Complaints may first go to the relevant provider, editor or Media Council; courts or Tonga Police may be involved depending on the allegation. Online safety needs particular care. A UNICEF Pacific assessment of 90 respondents in Tonga found that 64.4% described an online experience as distressing, 70% had received sexual messages and 81.1% had seen sexual images. The small sample cannot establish national prevalence. Reports of online material involving sexual exploitation can be made through DCEFS or CERT Tonga. Tonga Police list 922, 0800-922 and 740-1660, and the Tonga National Centre for Women and Children provides related support. These channels should be used for immediate safety concerns, while ordinary platform complaints may follow the provider's reporting process.
