Health in Tuvalu

Primary care and public-health work include immunisation, maternal and child health, screening, school health, water and sanitation measures, and prevention and treatment of non-communicable diseases. The 2024 coverage figures were 94% for DTP3 and 91% for the second measles dose; at least four antenatal visits reached 60% in 2020, while skilled birth attendance was 100% and facility delivery was 99%. These figures come from different years and should not be treated as current waiting-time or outcome data. Diabetes, high blood pressure and obesity are major workload areas. A World Bank estimate places non-communicable diseases at about 75% of the disease burden; the 2015 STEPS survey reported obesity at 62.2%, raised blood pressure at 39.6%, smoking at 35% and insufficient physical activity at 74.7% among adults aged 18 to 69. Mental-health care includes public financial protection for psychosis, bipolar disorder, depression and anxiety, plus emergency psychosocial support, but current data on staffing, cases and service volume remain limited. Tuvalu has a Mental Treatment Act from 2008, while a standalone current mental-health policy, suicide-prevention strategy and anti-stigma strategy were not documented in the available research. Access differs sharply by island. Distance, weather-dependent shipping or air travel, and shortages of staff or equipment can delay transfers from outer-island clinics. Starlink has linked PMH and 11 clinics since 2025, supporting telehealth, digital records and training. The current health-sector plan covers PMH and 11 clinics through 30 June 2028. PMH upgrades include dentistry, an operating-theatre table and a rehabilitation or new wing planned through 2027, but local CT, dialysis and complex oncology services were not reliably documented. When local treatment is unavailable, overseas referral normally depends on clinical documentation and review by the TOMRS Medical Board or Referral Committee. Documented TOMRS eligibility covers Tuvalu citizens residing in Tuvalu whose condition is unavailable domestically, treatable and likely to have a good prognosis. The 2021 revision states equal access regardless of age or gender, but it does not create an automatic entitlement to every service. Follow-up and case review after overseas care are part of the care pathway. The 2026–27 budget allocated about $11.1 million to TOMRS, and the 2026 budget announced a 20% airfare reduction for TOMRS patients; approved NZMTS treatment was described as having no co-payment. Medicines are procured and managed through Central Medical Stores, but the available research does not establish a current nationwide price list, stock list or standard waiting time. A patient can generally begin with the nearest clinic or PMH, depending on urgency, then receive referral or transfer when the local service cannot safely provide the required care. Emergency care first focuses on local stabilisation and PMH, with regional evacuation or overseas referral when necessary. No current national patient-rights charter or independently verified complaints process was documented.
