Professions in Angola

Q: What must a foreign professional have to work in Angola?

A foreign professional needs a qualifying professional, technical or academic title and the relevant work permit under the regime for Trabalhador Estrangeiro não Residente. Additional registration or recognition may apply to regulated occupations.

A profession in Angola is a distinct occupation with its own tasks, entry routes, qualifications, working conditions and possible career paths. The occupational structure covers agriculture, trade, public administration, transport, industry, construction, education, health, finance, arts and household work. Access is usually determined by the occupation, employer and sector rules because Angola has no single licensing system for all occupations.

Angola uses CPA-Rev.1 as a national occupational classification, but it does not have one registration or licensing system for every profession. Employment is especially concentrated in agriculture, livestock, hunting, forestry and fishing, which represented 50.7% in the IEA indicator for the first quarter of 2025, followed by trade and repair at 20.1%. Public administration, defence and social protection accounted for 6.6%; transport, storage, accommodation and communication for 5.1%; industry, energy and water for 4.9%; construction for 3.2%; education for 2.7%; and health and social services for 1.0%. The IEA indicator for the second quarter of 2025 placed informal work at 78.6%, so conta própria work, family work without remuneration and other informal activities are common alongside formal employment. People enter occupations through higher education, professional training, work experience or practical routes. Higher-education qualifications may require accreditation, homologation or equivalence through INAAREES under the Ministry of Higher Education, Science, Technology and Innovation. INEFOP provides professional courses and can issue a Carteira Profissional after registration, provincial validation and an oral or practical assessment; the certified card is valid for three years. An apprenticeship or internship should use a written contract stating the occupation, requirements, remuneration, duration and place, with a copy sent to the Inspecção Geral do Trabalho and the territorially responsible Centro de Emprego within five days. Some professions have stronger formal requirements. Engineers generally need a university Licenciatura from a course recognised by the Ordem dos Engenheiros de Angola and membership of that order; a foreign qualification requires official equivalence, while an experienced non-graduate may in some cases qualify for extraordinary membership. Doctors need a medical degree and registration with the Ordem dos Médicos de Angola, with recognised equivalence for foreign studies. Lawyers need valid registration with the Ordem dos Advogados de Angola. Professional orders can set ethical and deontological rules, disciplinary procedures and protections for professional titles or activities. Formal employment follows the Lei Geral do Trabalho 12/23, normally with up to 44 hours per week and eight hours per day; special regimes can reach 54 hours per week. Workers are entitled to safe and health-protective working conditions, while employers have occupational-safety duties and the Inspecção Geral do Trabalho carries out controls. Direct state administration, autarquias and public institutes generally follow separate public-service rules rather than this labour law. There are no uniform national fees or deadlines for every profession; order contributions and jóias vary by sector. A new workplace or equipment may need to be reported to the labour inspectorate at least 15 days before opening or starting operation. Foreign workers need a qualifying professional, technical or academic title and the relevant work permit under the regime for Trabalhador Estrangeiro não Residente.
