Ethiopia's constitutional order recognizes the sovereignty of the Nations, Nationalities and Peoples and provides for federal self-government, constitutional rights and the rule of law. The House of Peoples' Representatives passes federal laws and the federal budget and oversees the executive. The House of Federation represents the Nations, Nationalities and Peoples, interprets the Constitution, resolves disputes over borders between Regional States and determines the division of jointly collected revenues, grants and subsidies. The Council of Constitutional Inquiry provides technical support for constitutional interpretation. Federal courts and the Federal Judicial Administration handle matters assigned to the federal judiciary. Public services are obtained from the institution responsible for the relevant level and sector. This may be a federal ministry or agency, a regional bureau, a woreda office or a kebele office. Federal agencies operate under their establishing laws, including the framework associated with Proclamation No. 1263/2021. Federal civil-service recruitment is governed by Proclamation No. 1353/2024, which provides for competitive recruitment, diversity and inclusion, competency evaluation and accessible, responsive service. Ethiopia has no single nationwide state-service fee or processing time. The responsible body's law, fee schedule, service instructions and budget position determine the actual requirement and timing. The Ministry of Finance prepares the federal budget, manages fiscal and tax policy, disburses approved allocations and administers public debt and external resources. Regional State Councils approve regional budgets funded through their own revenues and federal subsidies. Proclamation No. 1250/2021 provides the framework for allocation, while the House of Federation determines the division of joint revenues, the grant formula and subsidies. Current amounts and deadlines follow the applicable federal or regional Budget Proclamation and annual budget calendar. Several bodies oversee public power. The Office of the Federal Auditor General audits federal accounts and examines compliance, performance, information technology and environmental controls before reporting annually to the House of Peoples' Representatives. The Federal Ethics and Anti-Corruption Commission handles ethics and prevention work, including asset and financial-interest declarations and public reporting; Regional Ethics commissions perform corresponding functions within their jurisdictions. The Ethiopian Human Rights Commission promotes and protects human rights as an independent federal body and reports to the House of Peoples' Representatives. The Institution of the Ombudsman and judicial review provide additional oversight. The Constitution protects expression and media rights. The Ethiopian Media Authority is an autonomous federal authority accountable to the House of Peoples' Representatives and handles media licensing, registration, monitoring, complaints and professional standards. The Government Communication Service and Regional Communication Bureaus provide official information. Access to information depends on the relevant office, media framework and administrative practice. Defence is a federal function. The Ethiopian Federal Police handles matters assigned to federal jurisdiction, including federal-court crimes, threats to the constitutional order, terrorism, trafficking, cybercrime and public order. Regional Police handle state-level public order and security. Federal intervention in a Regional State is an exceptional mechanism regulated by Proclamation No. 1373/2024, also referenced as 1373/2025 on a Ministry of Justice page, and does not replace ordinary local administration. People and organizations remain subject to applicable taxes, lawful official orders and public-service rules, while constitutional rights and due-process protections apply. No single nationwide office provides every state service, so the responsible level and the relevant regional or institutional rule determine where to apply.
