Law in Syria

Law in Syria governs relationships between individuals, organizations, employers, public authorities and the state. Its main areas include labor law, immigration law, criminal law, consumer protection and civil law. The applicable rules and their practical enforcement can differ by legal subject, institution, region and security conditions.

Labor law

Syrian labor law regulates employment contracts, wages, working time, leave, workplace protection, social insurance, collective representation, disputes and termination. Labour Law No. 17/2010 is the central verified framework for most private-sector employment, but implementation remains regionally fragmented and can differ between local authorities. The rules also distinguish private, cooperative, mixed, agricultural and public employment.

Immigration law

Syrian immigration law regulates entry, residence, work-related migration, family-linked stay, protection procedures, citizenship and removal. Entry generally requires a valid passport or recognized substitute, an appropriate visa and approval at a designated border point. Foreign nationals must obtain residence permission for stays beyond the permitted entry period, while refugees and asylum seekers follow a separate UNHCR registration process that does not itself create Syrian residence.

Criminal law in Syria defines criminal conduct, investigations, trials, punishments and the rights of accused and harmed persons. The formal framework includes the Syrian Penal Code, criminal procedure rules, military criminal law and special laws on terrorism, economic offences, road offences and cybercrime. Courts and detention authorities do not function uniformly across the country, so the practical process depends heavily on the area, institution and security situation.

Consumer protection

Consumer protection in Syria covers goods and services supplied to private consumers, including food, tourism, financial, digital, energy and health-related offers. Legislative Decree 8/2021 protects rights to suitable and safe goods and services, clear price and product information, choice, an invoice and dignified treatment. The main statutory remedy is usually one cost-free replacement within three days of delivery, or a refund when the product is defective or replacement is impossible. Formal protection exists, but enforcement and access vary between governorates and sectors.

Civil law

Civil law in Syria governs private legal relationships involving people, families, companies, property, contracts, inheritance, responsibility for harm, court proceedings and enforcement. The main framework includes the Civil Code, civil procedure rules, personal-status legislation and real-estate registration rules. Access and proof can differ sharply where records, courts or authorities have been disrupted by conflict.
