Art in Syria

Syria has formal, non-formal and informal ways to create, learn, present and preserve art. The Ministry of Culture coordinates areas such as Fine Arts, Theatres and Music, Intangible Heritage, Cultural Centers, Provincial Cultures, Events and Festivals, Digital Transformation, and Copyright. Related bodies include the National Library, the Directorate General of Antiquities and Museums (DGAM), the Damascus Opera House, the General Cinema Foundation, the General Syrian Book Authority, the Higher Institute of Music, the Higher Institute of Dramatic Arts and the Higher Institute of Cinematic Arts. Visual artists work in painting, sculpture, Arabic calligraphy and exhibitions. Music pathways include the Higher Institute of Music, Arab Music Institutes, workshops, family transmission and master-apprentice teaching. Syrian traditions such as Al-Qudud al-Halabiya and oud making and playing have formal and community-based transmission; UNESCO inscribed Al-Qudud in 2021 and oud in 2022. Literature connects the National Library, publishers, literary salons, printing, cultural marketing and the Damascus International Book Fair. Film production and screenings are associated with the General Cinema Foundation and the Higher Institute of Cinematic Arts, although current production figures, budgets and admission requirements are not consistently published. Performing arts include theatre, dance, music and folklore or minority ensembles. The Damascus Opera House and the Higher Institute of Dramatic Arts are key formal institutions, while Karakoz, the Syrian shadow-play tradition, was inscribed on UNESCO's Urgent Safeguarding List in 2018. Architecture, applied design and crafts overlap in training and preservation work, including textiles, glass, soap, rose products, bisht and Arabic kohl. Traditional Syrian glassblowing was inscribed in 2023, and UNESCO safeguarding work in Damascus in 2026 supports training, design, production and audiovisual documentation over 36 months with a budget of US$99,700. That project is a heritage livelihood initiative, not a general national art-funding program. Photography and digital or audiovisual works fall within copyright protection, but a dedicated national digital-art institution or funding line has not been established in the available research. Formal study may be available through Ministry-associated institutes, universities, architecture and fine-arts programs, and vocational secondary training in areas such as brocade, wood carving and mosaic or inlay. Cultural centers, governorate directorates, workshops, festivals, exhibitions, NGOs and UNESCO projects provide non-formal opportunities. Family, community and master-apprentice teaching remain relevant where formal access is limited. A cultural event proposal may be submitted by the public, cultural centers, NGOs, artistic groups or independent artists through the Ministry's event process. The Directorate of Events and Festivals reviews the proposal, and implementation follows only after official approval and a letter. An application alone does not authorize the event. Approved activities must follow applicable law and Ministry cultural and social standards, protect privacy and public safety, support pluralism, dialogue and tolerance, and avoid sectarian, regional or discriminatory speech. Review times and fees are not reliably published, so the responsible directorate should confirm them before planning. Under Legislative Decree 62/2013, literary, scientific and artistic works receive copyright protection from creation without a registration formality. The scope includes theatre, music, dance, film and television, photography, fine and applied arts, architecture and digital works. Performers, producers and broadcasters can also hold related rights. The Directorate of Copyright and Related Rights is responsible for this area. Syria has been a Berne Convention member since 2004, and the Ministry's 2026 protection-certificate and registration portal is described as coming soon; the current filing procedure should therefore be verified directly. The National Museum of Damascus, founded in 1919, closed during the conflict in 2012, partially reopened in 2018 and resumed visitor operations in January 2025. UNESCO and DGAM work on infrastructure, storage, security, restoration, inventories, digitization and museum education, while DGAM reports financial, equipment, transport and field-safety constraints. Protection of museums and heritage sites is different from support for current artistic practice. There is no reliable national tariff for courses, studios, venues, exhibitions, licenses, grants, museum admission or artwork prices, and no dependable current national auction or art-market register identified in the research. Regional purchasing power, security, transport and institutional capacity can affect access, costs and continuity.
