Labor law in Rwanda governs employment contracts, working time, pay, leave, workplace safety, representation, disputes and termination. Criminal law addresses prohibited conduct, personal responsibility, investigation, prosecution, court proceedings and sanctions while protecting defence rights and the presumption of innocence. Consumer protection applies to non-commercial purchases and services, including financial services, digital offers, travel, utilities and health products; Law N° 011/2026, published on 4 March 2026, provides rights to accurate information, safe products, fair treatment, complaints, remedies and compensation. Civil law governs private legal relationships involving personal status, contracts, property, family matters, inheritance, liability, court proceedings and enforcement. A legal question may involve more than one area, such as an employment dispute involving a contract or a consumer claim involving fraud, so the relevant facts, documents and responsible institution determine the applicable procedure.
