A jobseeker in Benin can register online through SICA and seek reception, information, counselling and placement from the Agence nationale pour l’Emploi, AnpE. AnpE operates 13 antennas across 12 departments, while PaDE and ULPE structures extend access through all 77 communes. Access depends on local availability, programme cohorts and the conditions of each call. No general national duty to register with AnpE or general availability and reporting obligation for registered jobseekers was identified. The free TRE programme, Technique de Recherche d’Emploi, usually lasts two to three days and is offered twice a month after online registration through SICA. It covers active job search, a professional plan, CV preparation, motivation letters and interviews. AnpE and P2RDE can also support skills improvement, reconversion and requalification. Technical short courses can last up to three months, while capacity-building activities may last one week to one month and are generally offered once a year at no charge. Programme eligibility and dates depend on the relevant call. Benin has no general unemployment cash benefit or unemployment insurance branch identified in the CNSS system. CNSS officially covers family and maternity benefits, occupational risks and pensions. ARCH can provide health coverage, artisan training, credit and retirement support for eligible groups, but ARCH credit is repayable and is not unemployment pay. Health support depends on poverty status. Artisan credit can require prior ARCH training, recognised artisan activity and a demonstrated need, with financing of up to 2,000,000 FCFA under the stated programme conditions. After unemployment, possible options include direct placement, employer matching, post-insertion follow-up, PSIE, PAEI, THIMO, volunteering and local ULPE programmes. These programmes do not create an automatic job or cash entitlement. If unemployment follows an economic dismissal, Benin’s private labour-law framework includes an employer authorisation process through the MTFP, written notice and reasons, notice periods, and compensation or damages that depend on the cause, contract and applicable collective rules. A dispute can be brought to the Inspecteur du Travail or the Tribunal du Travail. Public-service employment follows a separate legal regime. Local access, cohort dates, vulnerability tests and employer calls can change the available support, while no commune-specific benefit differences were identified. The 2021–2022 EHCVM recorded 1.9% unemployment, 29.9% visible underemployment and 92.2% informal non-agricultural employment.
