The Ministry of Culture, Youth and Sports (Ministeri de Cultura, Joventut i Esports) implements cultural policy. The seven parishes (comuns) support local spaces and programmes; Museums and Monuments (Museus i Monuments) manages collections and monuments. There is no central overall institution for all areas of the arts. Catalan (CatalĂ ) is the official language, while many programmes also operate in several languages. The Museu Carmen Thyssen shows a private collection spanning the 19th and 20th centuries, that is, centuries 19 and 20; its previous location closed on 4 January 2026, while a move to a planned cultural building with a digital and immersive focus is envisaged. The public opening date has not yet been set. Music is offered, among other places, at the National Auditorium of Andorra (Auditori Nacional dâAndorra) in Ordino, by the National Classical Orchestra of Andorra (Orquestra Nacional ClĂ ssica dâAndorra) and the JONCA youth programme, as well as at local and international festivals. ClĂ ssicAnd, jazz events, Sax Fest, Jambo Street Music, summer programmes and FeMAP cover different styles. Use of the auditorium generally requires an application at least 90 days in advance. Literary work is supported through funding for literary activities, writing, publishing projects and translations of Andorran literature. The Biblioteca Nacional preserves, catalogues and disseminates published works. The legal deposit (DipĂČsit legal) under Act 15/2025 (Llei 15/2025) concerns materials produced or published in Andorra, including digital and non-physical formats; it does not replace copyright registration. The ISBN agency supports the formal publication of books. In 2026, film productions can receive funding of up to EUR 125,000. Eligible projects include feature films and series in fiction, documentary or animation. International productions generally require at least 30% of filming to take place in Andorra and 20% to 40% of direct expenditure to be local; a clear connection to Andorra through an Andorran director or an Andorran screenplay may allow an exception to the filming-location requirement. Works not produced in Catalan require a Catalan dubbed version or subtitles; Censart requirements also apply, as does at least one public premiere in Andorra. The 2026 application period runs from 7 May to 8 June at 12 noon. The Ull-Nu Festival combines film, short film, audiovisual installations, laboratory programmes and workshops. Performing arts such as theatre, classical and contemporary dance, music theatre, opera, circus and magic can receive funding for creation, production, performance and dissemination. Andorra Crea connects performing arts and visual arts with presentations, networking and selected funding. International opportunities include FiraTĂ rrega, Fira Litterarum and Vila-seca. Architecture is organised mainly through cultural heritage. The Department of Cultural Heritage (Departament de Patrimoni Cultural) protects buildings, architectural ensembles, cultural landscapes and BIC-protected areas, and controls interventions. Depending on the call, funding is available for restoration and conservation. No independent national design authority or design funding line was documented in the reviewed source set; design appears functionally in visual art, architecture, exhibition design, digital formats and Tallers dâArt. Photography is treated as visual art, including through Andorra Crea and the Sergi Mas youth funding programme. Video art and digital art appear in official programmes, audiovisual installations and video mapping. Artists can register with the public artist register (Censart). The public directory serves as a working and mediation tool; the Ministry assesses admission based on education, career, current activity and membership in an association or collective. The Artist Statute (Estatut de lâartista) under Act 46/2022 (Llei 46/2022), its associated regulation and Act 11/2023 (Llei 11/2023) formalises activity as an accredited professional artist (artista professional acreditat). This may require, among other things, a passport or identity document, proof of residence rights, an Andorran Social Security (CASS) record and a certificate of no debts or an equivalent declaration. For established artists, artistic livelihood, the CASS record and evidence of contracts or funding are also considered; for emerging artists, a professionalisation plan and economic viability for no more than five years are included. La Massana Art Workshops (Tallers dâArt La Massana) are open to adults with Andorran citizenship or residence in Andorra for individual or joint projects in music, visual arts and performing arts. Applications are submitted through the electronic administration system; availability is limited. Faber Andorra residency programme (Faber Andorra) is aimed at international cultural professionals and offers residencies of two to six weeks with logistics and a daily allowance. Museums offer guided tours and school programmes. Film and photography shoots in state museums must be requested at least two working days in advance. Copyright in Andorra arises as soon as a work is created. The Copyright and Neighbouring Rights Act (Llei sobre drets dâautor i drets veĂŻns) protects, among other things, reproduction, translation, adaptation, distribution, public exhibition, performance, broadcasting and public communication. Use by others requires contracts or licences; moral rights include, in particular, attribution and protection against derogatory alterations. Admission prices and production costs depend on the offering: Espai Columba costs EUR 7 at the regular rate and EUR 3.50 at the reduced rate, while the PassMuseu costs EUR 2.50 and provides a 50% discount at three museums; the CAEE is free. Cultural funding in 2026 totals EUR 250,000 for 84 projects.
