Elections in Uruguay

Uruguay is a representative democracy in which citizens elect public authorities. Elections are organized and supervised by the independent Corte Electoral. Uruguayans who meet the constitutional voting requirements register in the civic system and receive a credencial cívica. This document identifies the voter and is used to determine the voting circuit, or local polling place. National elections choose the President and Vice-President together and elect the General Assembly. The General Assembly has two chambers: the Senate and the Chamber of Representatives. The President serves a five-year term and cannot be immediately reelected. If no presidential formula obtains the required absolute majority in the first national vote, the two leading formulas compete in a second round. Legislative seats are distributed through proportional representation. Political parties present listas, which are printed ballot sheets containing party symbols and candidate groupings, so choosing a list affects both party representation and the people elected from it. Uruguay also holds departmental and municipal elections. Voters choose an intendente and members of the Junta Departamental at departmental level, and may choose municipal authorities in areas with municipal government. Before national elections, parties can hold internal elections at the same time. These elections help parties choose their presidential candidates and organize their internal representation; voting in them is generally voluntary for voters. Voting in Uruguay is secret and, for citizens covered by the voting obligation, compulsory. A voter normally goes to the assigned circuit, selects the desired list or lists according to the election, and places the ballot in the ballot box under the supervision of election officials. Uruguayans may also vote in plebiscites and referendums on certain constitutional or legal questions. These instruments allow citizens to approve, reject, or propose changes under the procedures established by the Constitution and electoral rules. A responsible voter compares party programs, candidates, alliances, and likely consequences. Elections offer influence and accountability, but no single vote guarantees a particular result, and public decisions remain limited by law, budgets, and later implementation.
