Life stages in Sudan

Sudan has no single national portal or standard pathway covering all life stages. The practical chain usually begins with civil registration and continues through education, health care, child protection, training, work, family responsibilities and community support. The Civil Registration Authority, the Ministry of Interior, the Ministry of Health, the Ministry of Education, justice authorities, state child-protection and social-welfare structures, humanitarian agencies and community networks each cover different parts of this chain. Access is not granted automatically because of a person's age or need. It depends on documentation, residence, security, displacement status, service functionality, referral capacity and available funding. UNFPA's 2025 dashboard provides demographic indicators for Sudan, including age groups, fertility, life expectancy, sexual and reproductive health, education and marriage. Exact national values can change as the dashboard is updated, so figures from another country or an older survey should not be transferred to Sudan. Regional conditions also differ substantially between Darfur, Kordofan, Blue Nile, Red Sea, Kassala, Gedaref, Northern and River Nile. During childhood, civil registration establishes a child's name, nationality and family connection. Article 20 of Sudan's Civil Registration Act 2011 makes birth registration a legal requirement. A health institution, midwife, mother or father can report the birth. The usual reporting period is roughly 15 to 30 days, and a birth certificate is free during the first year. Local registration remains possible up to age 15; after that age, a Medical Commission may need to assess the person's age, and a nominal fee can apply after the first year. The certificate supports identity documents, citizenship procedures, education, health care and protection against risks such as child marriage, child labour, recruitment and adult criminal proceedings. Registration is difficult when families are displaced, lack identity documents, live far from an office or face weak local capacity. A 2025 MCCT+ integration effort in Red Sea and Kassala reached 13,496 children under two and produced 1,312 certificates. The same type of support was also planned or implemented in Gedaref, Northern and River Nile, with expansion to Blue Nile planned. These figures show the practical value of registration assistance but do not establish nationwide access. Child protection needs are severe. Risks include abduction, sexual violence and gender-based violence, recruitment, trafficking, child labour, female genital mutilation, child marriage, explosive ordnance and separation from family members. More than 2,000 grave violations against children were verified in 2024, and about 11.7 million children were estimated to need protection support at the beginning of 2025. Services in 2026 include child-protection case management, mental health and psychosocial support, gender-based violence prevention, child-friendly spaces, community child-protection networks and legal or health referrals. For unaccompanied and separated children, the usual protection pathway is tracing, family reunification or family-based alternative care. Alternative care remains fragmented across Sudan and cannot be assumed to be available in every locality. Education is one of the clearest points where childhood connects with youth. At least 8 million school-age children were out of school, including more than 3 million of roughly 4 million children in Darfur. Nearly half of school buildings were not regularly usable, and some were being used as shelters for internally displaced people. Depending on the area, children may use reopened schools, parent-teacher associations, Safe Learning Spaces, accelerated learning or Let Us Learn programmes, Learning Passport services, flexible or offline learning and preparation for the Grade 12 examination. In 2025, 1,431 Safe Learning Spaces served about 454,900 children, while 110,300 adolescents took part in adolescent-led clubs. From January to June 2026, about 1.3 million children received education services and 940,700 people received mental health and psychosocial support. Nationally uniform school costs or guaranteed places are not established; availability depends strongly on the state, security and the condition of local facilities. Adolescents and young adults may move from school into vocational learning, informal work, social entrepreneurship, family responsibilities or further displacement. Local programmes use terms such as adolescents, youth, life skills, adolescent-led clubs and Learning to Earning initiatives. Catch-up education, vocational support, starter kits, peer networks and community support can help with the transition from learning to earning. Common risks include leaving school early, child marriage, gender-based violence, recruitment, unsafe migration, displacement and informal work without protection. Access to education, protection and livelihoods support remained severely restricted in 2026. There is no single national standard pathway into adulthood. Common transitions include informal employment, household and care responsibilities, marriage, parenthood, displacement and return after displacement. In 2024, about 57 percent of the population was estimated to live below 2.15 US dollars per day. The economy contracted by more than 20 percent in both 2023 and 2024. Women, internally displaced people, returnees and people with disabilities are often concentrated in insecure informal work and may face exploitation, harassment, violence, missing documents and interrupted services. Marriage registration is decentralized and is linked to the Muslim Personal Law Act 1991, the Ministry of Justice and Traditional Courts. Registration is legally required and the certificate can affect inheritance and other legal consequences. The available current sources do not verify one national minimum marriage age that can safely be stated for every situation. Historical UNICEF data indicated that approximately 34 to 38 percent of women had married before age 18 and about 12 percent before age 15, but these figures are not current national measurements. Historical data also recorded female genital mutilation among about 87 percent of women aged 15 to 49 and about 31 percent of girls under 14. Criminal-law reforms in 2020 and state-level rules changed the legal context, while enforcement remains uneven. Saleema, Khalwa settings and community child-protection networks are among the local approaches used for prevention, support and changes in social norms. Family and wider kinship networks remain a central informal source of care and protection. Sudan has no verified nationwide formal long-term-care system and no universal care allowance. People who need help because of disability, injury, chronic illness, trauma or loss of independence often rely on family and relatives, community volunteers, primary health care, mobile outreach, referral services, mental health and psychosocial support, humanitarian cash or protection assistance. Conflict injuries, trauma and the collapse of services increase the risks of disability, exclusion and abuse. WHO's HeRAMS 2025 data covered 4,363 health service delivery units through 1 July 2025, but the operational analysis was not final. National costs, waiting times and guaranteed entitlements therefore cannot be stated reliably. Older people also depend mainly on family, community support and humanitarian assistance. No current nationwide overview confirms consistent access to pensions, care services or institutional accommodation. WHO's Mental Health Atlas 2024 did not identify a separate or integrated mental-health plan for older adults. HelpAge reported in 2026 that older people affected by conflict and displacement often have the fewest resources, the lowest mobility and the greatest barriers to services. Formal residential facilities and NGO services exist only in selected places and do not provide a nationwide substitute for family or community support. Mobility, chronic diseases, medicine access, protection and isolation are recurring concerns. The war that began in April 2023 has disrupted all life stages through displacement, family separation, school closures, hunger, disease, gender-based violence and loss of documents. By mid-2026, about 33.7 million people, including 17.3 million children, needed humanitarian assistance, and 9,139,309 people were internally displaced. A practical response often starts with identity documentation, then protection case management, education, health, nutrition and mental health and psychosocial support, followed by livelihoods or cash assistance and family reunification or return where conditions allow. In July 2026, UNICEF reported mental health and psychosocial support for 167,300 children, adolescents and caregivers and gender-based violence prevention or risk-mitigation support for 118,700 people. Funding gaps can interrupt these services even when a local programme has been established. The main nationwide finding is therefore a functional network rather than a unified life-stage service. Civil registration, schools, health facilities, protection workers, livelihood programmes, families, community groups and humanitarian organizations may jointly support a person, but responsibility changes with the problem and location. There is no reliable national matrix showing uniform costs and waiting times, no verified nationwide care benefit and no centrally managed life-stage portal. Any practical assessment must identify the person's documents, location, safety, displacement or returnee status, age-related need, available provider and referral option.
