Living together in Sierra Leone

Sierra Leone has no single national authority responsible for all aspects of living together. The country has 446 Wards and 190 Chiefdoms, but the practical arrangements differ between the Western Area and the provinces. Local Councils, Ward Committees, Chiefdom Councils, Paramount Chiefs, community groups and informal mediators can all have a role, depending on the problem and location. A Ward Committee is a local resident body that identifies community needs, discusses local problems and makes recommendations to the relevant Local Council. It can support development projects and communal sanitation work. Ward residents can attend a public meeting, which requires at least seven days' notice, and elect up to ten resident members, including at least five women. Members do not receive an allowance. Local Council by-laws should be available for public inspection at the council office, while notices may appear in the Gazette, a local newspaper, on radio or on Ward noticeboards. Local rules are not uniform across Sierra Leone. A Local Council may adopt by-laws concerning public health, public order, sanitation or the use of public places. Parliament, the responsible ministry and the Attorney General are involved in the legal review of these rules. Where a local rule is unclear or disputed, the responsible Local Council or the Ministry of Local Government and Community Affairs can provide clarification. Traditional practices should be checked with the relevant Traditional Authority and compared with the Constitution and current legislation before they are applied against someone. The Constitution protects equality, freedom of conscience, expression, assembly and association, as well as movement and residence. Legal restrictions can apply for reasons such as public safety, public order, public health or the rights of others. The Constitution also supports national integration. The Gender Equality and Women's Empowerment Act 2022 includes a 30% requirement for women in certain public appointments, employment and decision-making settings, equal-pay rules and at least 14 weeks of paid maternity leave. The Persons with Disability Act supports accessible buildings, roads, social amenities and public transport, and the National Commission for Persons with Disabilities can issue an adjustment order in an appropriate case. Religious and cultural coexistence relies largely on freedom of religion, dialogue, recognised religious bodies and community peace work. The Inter-Religious Council and public institutions may support sensitisation and mediation. As of 2026, a proposed framework for religious institutions remained under consultation; no confirmed general endorsement requirement applied to ordinary religious practice. Conflicts can be addressed through community mediation, alternative dispute resolution, customary methods, Local Councils, Chiefdom structures or the Independent Commission for Peace and National Cohesion. The Commission can support conflict prevention, dialogue, early warning and complaints involving violence, inequality or injustice. In the provinces, Local Courts can handle customary-law matters under the Local Courts Act 2011. Chiefdom or tribal authorities in the Western Area do not have general court jurisdiction. Self-help and retaliation are not substitutes for lawful dispute resolution. Serious violence or threats should be reported to the Sierra Leone Police, and human-rights allegations can be submitted to the Human Rights Commission of Sierra Leone for investigation or enquiry. Public-space rules are especially detailed in Freetown. The Freetown City Council's 2024 waste by-laws require registration with and payment to an approved waste collector. They prohibit dumping, burning waste, unauthorised cooking, selling or trading, parking, vehicle repair or washing in public spaces, and storing building materials where they obstruct public use. Earlier Freetown rules also address littering, open wastewater, unnecessary noise and uncontrolled animals. A breach of the 2024 rules can result in a fine of up to NLe 5,000, imprisonment for up to six months, or both. Collection charges vary. Outside Freetown, the relevant Local Council's by-laws apply instead. Shared-household arrangements are mainly informal. Community, Ward or Chiefdom mediation may help with ordinary disagreements, while the Sierra Leone Police, its Family Support Unit and formal courts handle violence, child protection and other legal violations. Child abuse or a child's need for care can be reported to the District Council. There is no identified nationwide mediation office, fee schedule or standard deadline for shared-household disputes. Digital coexistence is regulated through the Cyber Security and Crime Act 2021 and provider complaint systems. A telecom or internet user should normally complain to the service provider first and can escalate to the National Communication Authority, known as NatCA. NatCA accepts complaints by form, letter, online submission, in person, or by email at complaints@natca.gov.sl; its toll-free number is 5050. Preserve messages and other evidence, avoid private retaliation and use the police or other competent authority where threats, violence or serious abuse are involved.
