Art in Samoa

Samoa's art landscape combines customary practice, contemporary work, education, cultural preservation and commercial activity. Siapo is tapa made from paper-mulberry bark and decorated with natural dyes using methods such as elei and upeti. ‘Ie Samoa are finely woven mats recognized on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity. Tatau, customary attire and body decoration, weaving and carving remain significant living practices. Siva, traditional and contemporary music, fagufagu nose-flute performance, songs, poetry, drama and oral storytelling carry knowledge through families, schools, communities and master practitioners. The Ministry of Education and Culture supports cultural policy, research, festivals, representation and heritage work. The Falemata’aga, or Museum of Samoa, collects, preserves and exhibits objects and oral traditions. The Samoa Culture and Arts Centre in Apia provides exhibitions, workshops, performances and public learning. The National University of Samoa offers arts, design, music and performing-arts education, including drawing, painting, graphic design, illustration, print media, experimental art, modern Samoan art, exhibition practice and design methods. School programmes include local and traditional art, music, dance, drama and contemporary interpretation. The National Orchestra of Samoa, its junior and youth groups, and the National Youth Choir support performance, music education and artistic careers. Literary activity includes traditional songs, proverbial expressions, poetry, drama, novels, short stories and oral literature. The Samoa Ne’i Galo publication series records oral traditions and stories. National archives and public libraries contribute to preservation, cataloguing, digitization, research and public access. Film and photography develop through institutions and independent initiatives such as Paradigm Documentaries and Tiapapata Art Centre. Samoa has no film commission documented in the reviewed sources. Public exhibition, broadcasting or lending of films is regulated under the Film Control Act 1978 through the Film Control Board and Principal Censor. Architecture and design overlap with cultural practice through fale motifs, modern design and applied arts. The Samoa Culture and Arts Centre presents this connection, while university courses cover art and design foundations, graphic design and design methods. An industrial design can be registered with the Intellectual Property Unit of the Ministry of Commerce, Industry and Labour when it is new and original. Registration lasts five years and can be renewed twice for five years, giving a maximum term of 15 years. Drawings, photographs or graphic representations and the relevant Locarno classification are part of the application process. Digital work is present mainly through documentation, multimedia, social-media distribution and the digitization of archives and collections. The reviewed sources do not establish a separate public digital-art programme. Artists and organizations therefore commonly connect digital work with film, photography, multimedia, education or cultural documentation. The formal art market, public gallery network, artist-grant system and standard exhibition fees are not documented as one consolidated national system; costs and opportunities depend on the institution, event, provider or project partner. Copyright protection begins automatically when an original work is fixed in a form that can be identified, so registration is not required for the basic protection. Literary, artistic and musical works generally remain protected for the author's lifetime plus 75 years. Applied art has a 25-year term, while special rules cover categories such as photographs, films, music, architecture, computer programmes and expressions of folklore. Traditional knowledge and traditional cultural expressions require careful treatment. Local traditional or biological sources may need to be disclosed in an intellectual-property application, and customary custodianship may not be resolved by treating a community practice as an ordinary individual creation. Access ranges from school education and community workshops to university study and professional practice. The NUS Foundation Certificate in Arts normally takes two semesters and requires at least 200% aggregate marks across the best three subjects, at least 50% in English, and at least 50% in each of Geography, History, Samoan or Development Studies. The Bachelor of Arts in Secondary Teaching can be completed full-time or part-time over at least six semesters. Mature entry may be available from age 20 with at least three years of full-time work or training. Upu ma Tala has used community, youth and master-practitioner workshops together with digital documentation. Current fees, workshop charges and programme dates must be checked with the relevant provider because no consolidated national fee schedule is established in the available research.
