INCAF coordinates much of the country’s formal workforce training. Created by Legislative Decree 893 on November 14, 2023, it took over the functions of INSAFORP and supports technical, occupational and craft training according to local and international labor-market needs. Its offers include technical, digital, transversal and occupation-specific training. Courses may be classroom-based, live online or delivered through digital platforms, either directly by INCAF or through private training institutions. INCAF’s catalog can be searched by training action, department, provider, delivery format, target group, period and available places. Typical access groups include contributing workers whose companies pay ISSS contributions and contribute to INCAF, as well as mixed groups that may include workers, people seeking their first job and unemployed people. Each call for applications sets its own registration process and conditions. El Salvador has no single nationwide requirement, duration, fee or guaranteed place for all upskilling programs. INCAF’s Promoción y Conexión Laboral services support first employment and job searches through career guidance, résumé and interview preparation, job fairs, networking, internships and employer matching. INCAF can also assess and certify competencias laborales, meaning demonstrated ability to perform a defined work function. This certification can recognize skills gained through formal courses, workplace learning or self-study and does not require a particular academic qualification. It provides recognition for the specific occupational competence assessed, but it does not automatically create an academic degree or authorize a regulated profession. Higher education institutions also provide Educación Continua through diplomados, courses, seminars, workshops and professional certificates. Examples include UES, ITCA-FEPADE, UCA, UNAB and other legally established institutions. Subjects range from information technology and Cisco training to gastronomy, mechatronics, Industry 4.0, electrical engineering, automotive work and construction. Delivery may be in person, online or hybrid. Program length and schedule are offer-specific; UES engineering examples in 2026 range from 120 to 246 hours, while ITCA-FEPADE offers regional programs in Santa Tecla, Santa Ana, Zacatecoluca, San Miguel and La Unión. Article 16 of El Salvador’s Higher Education Law permits higher education institutions to provide special courses and activities. A certificate or diploma from such an activity normally does not provide academic units toward a university degree and is not automatically equivalent to a bachelor’s or master’s degree. Check the institution’s legal status, the exact program, learning objectives, assessment method and intended recognition with the provider and, where relevant, MINEDUCYT or DNES. CONAMYPE’s Aula Virtual offers free, self-paced online training for micro and small businesses and entrepreneurship. Local calls may require participants to be at least 18 years old, able to read and write, and equipped with a smartphone or computer and internet access. Topics include finance, business models and plans, formalization, innovation, export, cybersecurity, accounting and digital transformation. These courses can support business development but do not automatically grant academic credits or professional authorization. Other routes include workplace learning, self-study, private courses and massive online courses. Their value may depend mainly on the employer, sector and provider unless the acquired competence is separately assessed through an INCAF certification. Fees and schedules vary: INCAF activities may be financed through employer contributions, government funding, partners or providers; higher education and private programs set their own prices and dates. INCAF’s rights charter requires transparent information about requirements, duration and any fees. Participants are entitled to dignified and equitable treatment, information, data protection, status updates, responses and correction of errors, as well as complaint or denuncia channels. They may have to meet admission rules, pay an announced fee, attend sessions, complete assessments and follow data-protection or platform rules. A course, diplomado or certificate should therefore be checked for provider legality, duration, learning outcomes, evaluation, total cost and the type of recognition needed. Initial vocational education, academic tertiary degrees and standalone language learning belong to adjacent areas; transitions into first employment, reskilling and work-related competence development belong within upskilling in El Salvador.
Upskilling in El Salvador
Upskilling in El Salvador includes organized or self-directed learning that updates, deepens or broadens skills alongside work or after an initial education. The system is institutionally fragmented: INCAF, higher education institutions, CONAMYPE, employers and private providers offer different forms of Educación Continua, Formación Profesional, capacitación, courses and certificates. Access, costs, duration and recognition depend on the provider, program and intended work function.
Tip
Choose training by the work function or business result you need, not by the course title or certificate label. INCAF is usually the strongest starting point for job-related technical skills, first employment or reskilling; higher education institutions fit structured subject-specific learning, while CONAMYPE fits microbusiness and entrepreneurship. Confirm requirements, total cost, assessment and recognition before committing time or money.
