The Ministry and Department of Education oversee policy, public financing, inspection, curricula, assessment, placement and education data through the Chief Education Officer and eight education districts. Schools include public, private, denominational and assisted institutions. Published government figures are not fully consistent: one official page reports 78 public primary schools, while a student-welfare page reports 76 infant and primary schools; both report 23 public secondary schools. The same sources list special-education provision, while the 2019/20 education digest names five centres: Blind Welfare Association, Lady Gordon Opportunity Centre, Dunnottar School, Soufriere Special Education Centre and Vieux Fort Special Education Centre. A transfer normally requires a transfer letter and coordination to confirm a place. Form 5 can lead to the Caribbean Secondary Education Certificate, or CSEC, a regional secondary qualification. Special education is provided through the Special Education Unit, established in 2000. Assessments can cover academic ability, speech and language, and cognitive development. Placement considers intellectual, communicative, behavioural, physical or multiple exceptionalities and should use the least restrictive and most enabling environment that resources and practical conditions allow. An individualised education plan may be used. A 2024 special-needs education policy and strategy takes a rights-based, non-discriminatory and inclusive approach, but policy implementation should not be treated as the same as a binding statutory rule. Public tuition is free, but other charges may exist when authorised by the Minister. School Feeding and Book Bursary programmes provide welfare support, especially in infant and primary education, but they do not make every school-related cost universally free. The Education Act Cap. 18.01, based on Act 41 of 1999 and in force from 4 January 2000, remains the stated legal basis. Education Bills and regulations issued as drafts in 2024 are proposals rather than current law. Students are expected to attend regularly and punctually, participate in the curriculum, work diligently and follow school rules and codes of conduct. Parents have an attendance duty, and School Attendance Counsellors can enforce it; a parent offence can carry a maximum penalty of 1,000. Discrimination protections cover characteristics including race, origin, colour, creed and sex. Appeals concerning discipline or special-education decisions generally have a 14-day period before the Education Appeal Tribunal. Home education is permitted with annual registration, a plan covering at least three years, a National Curriculum basis and assessment. School-year dates, terms and school days are set through the responsible education authorities, so the official annual calendar is needed for current dates.
