A romantic relationship in Kyrgyzstan does not itself create formal spousal rights or duties. The Constitution protects privacy and dignity, and partner choice must be free and mutual. Registered spouses have equal rights and duties, and family matters follow equality and joint decision-making. Dating or unregistered cohabitation does not automatically create the same formal spouse or property status. Kyrgyz law on family violence also covers factual marital cohabitation as an equivalent family relationship, but whether a dating-only relationship falls within a particular protection measure requires case-specific assessment. Any person may report family violence to the Ministry of Internal Affairs or a local police body. During pregnancy or while a child is under one year old, divorce generally requires the wife's consent unless a court makes an exceptional decision. The Ministry of Justice provides guaranteed legal aid. Divorce parties may qualify for assistance, and survivors of family violence qualify without an income test. Consultations are available to citizens, foreigners, stateless persons and refugees; where income verification is required, the coordinator's target for a decision is no more than three days. Court divorce costs and tariffs were not confirmed in the reviewed official sources. Official 2024 records show 45,033 registered marriages and 13,042 registered divorces, but these figures exclude informal unions. Historical studies recorded intimate-partner violence among 17.1% of ever-partnered women and girls in a survey covering 2000–2018, and child marriage at 12.9% in the 2015–2016 DHS. These figures are historical baselines rather than current prevalence estimates. A 2016 UNFPA and National Statistical Committee study found that bride abduction was opposed by 81% of women and 78% of men, with variation by age, sex and urban or rural residence.
