Retail shopping in Kyrgyzstan includes Π²Π΅ΡΠ΅Π²ΡΠ΅, ΡΠΌΠ΅ΡΠ°Π½Π½ΡΠ΅ ΠΈ ΠΏΡΠΎΠ΄ΠΎΠ²ΠΎΠ»ΡΡΡΠ²Π΅Π½Π½ΡΠ΅ ΡΡΠ½ΠΊΠΈ, ΡΠΎΡΠ³ΠΎΠ²ΡΠ΅ ΠΏΡΠ΅Π΄ΠΏΡΠΈΡΡΠΈΡ, small local shops, supermarkets and direct sales. In 2025, trading enterprises recorded KGS 808,955.7 million in turnover and clothing, mixed and food markets KGS 419,555.3 million. The combined national figure of KGS 1,228,511 million also includes food service, so it indicates the importance of these channels rather than pure shopping turnover. Market access, opening hours, product choice and delivery logistics vary considerably between regions. Online shopping uses websites, social-commerce accounts, ΡΠΎΡΠ³ΠΎΠ²Π°Ρ ΠΏΠ»Π°ΡΡΠΎΡΠΌΠ° services and marketplaces such as Wildberries and Ozon. Kyrgyz sellers were reported to number more than 20,000 on major cross-border marketplaces in 2025. Before paying, check the seller's identity, registration, address, product characteristics, origin, total price, delivery terms, payment method, service or shelf-life period, warranty period and the length of the offer. The Law of the Kyrgyz Republic on Electronic Commerce No. 154 of 22 December 2021, in the version dated 31 July 2025, provides for withdrawal before delivery or within five days after delivery. If the seller does not provide written return information when delivering the goods, the period can extend to three months. Orders from outside the Eurasian Economic Union can also involve customs, jurisdiction and return-transport risks. Payments are normally made in Kyrgyz soms through cash, bank cards, contactless payment, mobile or internet banking, QR codes, ELQR and electronic money. ELQR is the national QR-payment system. Electronic-money issuers must be licensed, and wallet identification follows the applicable rules. Payment participants must disclose their tariffs in advance, and electronic payment receipts can document a purchase. During the first half of 2025, Kyrgyzstan had 9.8 million payment cards, 3.5 million identified wallets and more than 80,500 trading points accepting QR payments; QR payments exceeded KGS 274.9 billion. A buyer should still have another payment method available because QR acceptance or network access is not uniform. For an unused non-food product bought in a physical shop, Article 24 generally allows an exchange within 14 days when the original condition, seals, factory labels and ΡΠΎΠ²Π°ΡΠ½ΡΠΉ ΡΠ΅ΠΊ or ΠΊΠ°ΡΡΠΎΠ²ΡΠΉ ΡΠ΅ΠΊ are preserved. Government exceptions apply to some goods. A defective product can give the buyer a choice of repair, reimbursement of repair costs, price reduction, replacement or refund under the Consumer Protection Law. Replacement normally takes up to seven days, or up to 20 days when an additional quality examination is required; a price reduction, compensation or refund generally follows a ten-day period. Warranty claims may require the receipt and technical documents. A written complaint should first go to the seller, manufacturer or importer, with the receipt, bank record, photographs and correspondence attached. The Π‘Π»ΡΠΆΠ±Π° Π°Π½ΡΠΈΠΌΠΎΠ½ΠΎΠΏΠΎΠ»ΡΠ½ΠΎΠ³ΠΎ ΡΠ΅Π³ΡΠ»ΠΈΡΠΎΠ²Π°Π½ΠΈΡ ΠΏΡΠΈ ΠΠΈΠ½ΠΈΡΡΠ΅ΡΡΡΠ²Π΅ ΡΠΊΠΎΠ½ΠΎΠΌΠΈΠΊΠΈ ΠΈ ΠΊΠΎΠΌΠΌΠ΅ΡΡΠΈΠΈ ΠΡΡΠ³ΡΠ·ΡΠΊΠΎΠΉ Π Π΅ΡΠΏΡΠ±Π»ΠΈΠΊΠΈ is the state consumer-protection and control body. A dispute about a bank or payment service should first be reported to the servicing bank and, where necessary, to the National Bank of the Kyrgyz Republic. An international shipment may also require contact with the State Customs Service. Shopping-related sustainability rules mainly place duties on manufacturers and importers. Π ΠΠ, or extended producer responsibility, is based on the Law of the Kyrgyz Republic on Production and Consumption Waste No. 181 of 15 August 2023. Since 1 January 2025, responsible companies must meet recycling standards themselves or pay a ΡΡΠΈΠ»ΠΈΠ·Π°ΡΠΈΠΎΠ½Π½ΡΠΉ ΡΠ±ΠΎΡ, a recycling fee, for covered goods. The rules cover 24 product groups, including plastics and packaging, electronics, batteries and multilayer packaging, and a State Enterprise for ecological producer responsibility was established in 2025. A single nationwide consumer return system for packaging and other goods is not established, so local waste infrastructure and collection options must be checked separately. Plastic restrictions introduced from 1 January 2024 apply in specially protected and biosphere areas and should not be treated as a nationwide ban.
