Niger's higher education system is established but institutionally changing. Public universities include Université Abdou Moumouni in Niamey, Université Dan Dicko Dankoulodo de Maradi, Université de Diffa, Université de Dosso, Université Djibo Hamani de Tahoua, Université Boubakar Ba de Tillabéri, Université André Salifou de Zinder and Université d'Agadez. Private institutions and specialized grandes écoles or institutes offer additional programs. The Université Numérique du Niger provides distance and digital options where the relevant program is available. Programs include general and professional Licence degrees, professional and research Master degrees, and Doctorat programs. Common fields include medicine, pharmacy, health, agronomy, science and technology, computer science, economics and management, law and political science, literature and social sciences, and education. Engineering cycles and specialized diplomas may also exist. A BTS or DUT belongs in this higher education overview only when the relevant program is officially classified as tertiary study. The Licence-Master-Doctorat framework, usually called LMD, organizes study into three cycles. A Licence normally covers about three years and 180 credits. A Master normally adds about two years and 120 credits. A Doctorat normally takes about three years after a Master and carries 180 credits. At Université Abdou Moumouni, the standard is commonly 30 credits per semester, 14 to 16 teaching weeks per semester and about 25 hours of student work per credit. Programs use mandatory and optional teaching units, called unités d'enseignement or UE, together with lectures, tutorials, practical work and internships. Assessment usually takes place by semester, with an ordinary examination session and a resit session. A mark of 10 out of 20 generally validates a teaching unit or semester, but the institution and program rules should be checked. Entry to a first-cycle program normally requires the Baccalauréat or a recognized equivalent. Master admission normally requires a Licence or equivalent, while Doctorat admission normally requires a Master. An application file commonly includes certified diplomas or equivalence documents, academic transcripts, proof of birth or nationality and photographs. A medical certificate or work certificate may be required for particular programs. At Université Abdou Moumouni, applicants may rank three programs by preference, after which the faculty or school makes the selection. Master programs may use a committee review, a compatible Licence requirement, a competitive entrance examination or quotas. Holders of foreign qualifications should establish equivalence with OBEECS and the intended institution before relying on the qualification for admission. The Ministère de l'Enseignement Supérieur, de la Recherche et de l'Innovation Technologique oversees the national higher education framework. Its teaching directorates, university rectorates, faculties and schools handle different parts of administration. OBEECS deals with the Baccalauréat, equivalences and certain examinations or competitive examinations for higher education. ANAB manages scholarships and allowances, while ANAB SUP evaluates institutions and programs for quality assurance. UEMOA and REESAO support regional harmonization, but regional alignment does not remove the need to verify the rules of the selected institution. Niger has no single fee schedule for every institution and program. At Université Abdou Moumouni, an example for national or UEMOA students is 10,000 FCFA for the first Licence year and 50,000 FCFA for Master or Doctorat study. For students from outside UEMOA, the example annual range is 150,000 to 250,000 FCFA for a Licence and 250,000 to 400,000 FCFA for a Master or Doctorat, depending on the faculty. Application, training, laboratory, equipment, housing, transport and daily living costs can add to the academic fees. Current institutional notices should determine the amount payable. ANAB scholarships, excellence scholarships and social assistance may depend on social circumstances, academic performance, national priorities and available budget allocations. Institutional, bilateral and mobility scholarships may also exist. In 2026, scholarship administration is being digitalized and banked through e-Trésor while eligibility criteria are being reviewed. These arrangements do not create a general guarantee of funding. Study conditions differ by campus and available resources. Academic calendars, attendance rules, examinations, credit progression, housing, meals, transport, university services, libraries and student organizations are set or provided at institutional level. At Université Abdou Moumouni, attendance in practical sessions is required, and three unjustified absences can result in a student being recorded as défaillant. A recognized qualification depends on an authorized institution, an approved program and the applicable quality-assurance framework. After graduation, possible paths include employment, competitive examinations, a further Master or Doctorat, research and mobility, but admission to the next stage is not automatic.
