Banks in Montenegro

The euro has been Montenegro’s legal tender since March 2002. The Central Bank of Montenegro, abbreviated CBCG, licenses and supervises banks, oversees payment services, monitors anti-money-laundering and counter-terrorist-financing controls, and manages bank resolution. It does not issue Montenegro’s currency or set an independent national exchange-rate or reference-interest policy. Licensed banks operating in Montenegro include Crnogorska komercijalna banka, part of OTP Group, Hipotekarna banka, Prva banka, Erste Bank, NLB Banka, Addiko Bank, Universal Capital Bank, Lovćen banka, Zapad banka, ZIRAAT Bank and Adriatic Bank. Bank policies, account access, service availability, transaction limits and fees differ between institutions, so the bank’s current tariff and account conditions determine the practical cost. A payment account can support deposits, withdrawals, debit-card payments, online purchases, transfers, standing orders and direct debits. Consumers with legal residence in Montenegro generally have a right to a basic payment account, including people without a fixed address and certain people whose residence documents are incomplete because removal is legally or practically prevented. The general right for non-residents is not established in the available information; banks apply their customer-identification rules and policies. A basic account does not include an overdraft. It covers opening, keeping and closing the account, cash deposits and withdrawals at available counters or ATMs, a payment card with online use, and transfers or standing orders through available channels. Transactions must be available without an artificial limit on their number under the same conditions. People receiving the minimum wage, certain minimum or specified pensions, child allowance, material support, personal-disability support, care or assistance, or unemployment benefits can receive specified basic-account services free of charge. These include opening, maintaining and closing the account, cash deposits and withdrawals, and the first ten national payments each month. Other services may be charged at no more than 70% of the bank’s normal fee for the same service. Montenegro’s interbank payment infrastructure uses the CBCG system. RTGS settles qualifying transfers individually in real time, while DNS clears batches of payments. The RTS/X online clearing system, operating since 26 May 2025, processes payments up to EUR 1,000 almost immediately during working-day operating hours that extend to 20:00. Montenegro has operated SEPA payments since 7 October 2025. SEPA is the European payment area for standardized euro transfers across participating countries. For natural persons, the first daily transfer up to EUR 200 has a maximum fee of EUR 0.02. Electronic transfers up to EUR 20,000 may cost no more than EUR 1.99, and larger electronic transfers no more than EUR 25; branch transfers have corresponding maximums of EUR 3.99 and EUR 50. Incoming transfers up to EUR 20,000 may cost no more than EUR 1.99, and larger incoming transfers no more than EUR 25. The TIPS Clone instant-payment service has operated since 20 July 2026. It supports domestic person-to-person and person-to-business payments up to EUR 3,000 at any time, including weekends and public holidays, with settlement usually within seconds. Mobile or electronic banking transfers through this service have a maximum fee of EUR 0.05 per sent or received payment. Government payment accounts are not currently covered by instant payments, and the bank’s channel is required. A completed instant payment cannot generally be expected to be recalled automatically. The Deposit Protection Fund of Montenegro, abbreviated FZDCG, protects eligible deposits at every licensed credit institution. The protection covers natural and legal persons, residents and non-residents, and current, giro and savings deposits, subject to statutory exclusions. The limit is EUR 50,000 per depositor at each credit institution until EU accession and EUR 100,000 from EU accession under the applicable law. The calculation combines balances and subtracts due debts to the bank. Compensation is paid in euros and begins within a maximum of seven working days. The depositor pays no separate premium; the bank finances the protection through its contributions. Payment institutions and electronic-money institutions do not automatically receive the same bank-deposit protection. Banks provide mobile and electronic banking under institution-specific conditions. Montenegro’s payment-system rules are aligned with the EU’s PSD2 framework and allow payment-account information and payment-initiation services. The CBCG maintains registers for payment institutions, electronic-money institutions and their agents. Banks identify customers and beneficial owners and monitor transactions under anti-money-laundering rules. Unexpected messages claiming to represent the CBCG or Western Union, including fake prize or gift offers, can be phishing attempts. Do not open their links, install their applications or submit bank details through an unexpected message; use the official bank or CBCG channel instead. A complaint normally starts with a written complaint to the bank. The bank should respond immediately or within up to eight days for a consumer-credit law violation and within up to 15 days for a complaint about contractual obligations. A customer can also authorize a new bank to transfer selected payment services from an old account. The CBCG publishes standardized fee information, while the bank’s website and branch provide the applicable account conditions and tariff.
