Surroundings in Montenegro

The quality of everyday surroundings depends strongly on the municipality, settlement and season. Coastal and urban areas can face seasonal tourism pressure, population changes and building pressure, while mountain and northern areas often have different infrastructure and service conditions. There is no reliable nationwide benchmark for lived surroundings, green-space access, noise exposure, service reliability, municipal response times or universal costs. Municipalities, communal-service providers and inspection bodies handle much of the practical work. The Ministry of Ecology, Sustainable Development and Northern Region Development, the Environmental Protection Agency (EPA; Agencija za zaštitu prirode i životne sredine), the Ministry of Spatial Planning, Urbanism and State Property, the Water Administration, the Institute of Hydrometeorology and Seismology, and the Ministry of Interior's Directorate for Protection and Rescue have different responsibilities. Montenegro has no single one-stop authority for all surroundings matters. Public water supply, wastewater, stormwater, municipal waste, waste collection and disposal, public lighting, municipal roads, bicycle paths and public toilets are mainly municipal or provider responsibilities. Availability, connection, reliability, maintenance and fees depend on the place and the provider. The 2023 Census from the Statistical Office of Montenegro (MONSTAT) provides information about households, dwellings and installations, but it does not create a national guarantee of service quality. Spatial development is guided by documents such as the prostorni plan, urbanistički plan and other planski dokument, together with urbanističko-tehnički uslovi. Noise rules are established under the Environmental Noise Protection Law. Noise can come from traffic, industry, construction or hospitality businesses. The EPA issues permits for noise measurement and prepares or supports strategic noise maps and noise-level calculations. Complaints may involve a service provider, municipality, competent inspection body or the EPA, depending on the source and procedure. Formal rules exist, but monitoring and enforcement can differ locally. Air-quality information is station- and time-specific rather than a single national judgment. The EPA monitoring network measures pollutants including nitrogen dioxide, sulphur dioxide, ozone, carbon monoxide, PM10 and PM2.5; some measurements also cover heavy metals and benzo[a]pyrene. The 2024 reporting included nine fixed stations. Winter inversions, household heating and fire events can produce short-term peaks, so current readings on Vazduh.me and the station archive are more useful than a general statement about air quality across Montenegro. Parks, urban greenery and other public open spaces are planned and maintained locally. Access, maintenance, lighting, accessibility and safety can differ between municipalities. Protected areas, ecosystems and species belong primarily to nature-related information; this surroundings scope concerns their everyday spatial effects and access conditions. Building, unit and tenancy matters belong to housing, while mobility and network operation belong to transport. Water responsibilities are divided. Municipalities and utilities handle supply, sewerage and wastewater, while the Water Administration and the EPA handle defined water-management, monitoring and permitting tasks. Water-use permits, concessions and restrictions are formal instruments, and drought or flood exposure depends on the basin and municipality. Bathing water at public beaches is monitored through the public-beach system. In 2023, monitoring covered 109 coastal locations, with samples generally taken about every 15 days from June to October. Results use Escherichia coli and intestinal enterococci and classify water as excellent, good, satisfactory or poor. Safety planning covers wildfires, floods, earthquakes, landslides, severe winter weather, coastal storms and heat. The Directorate for Protection and Rescue, local protection services, municipalities and the Police share different responsibilities. Emergency assistance is reached through 112. Street lighting, pedestrian safety, accessibility and local response capacity cannot be ranked reliably for the whole country and require place-specific evidence. Environmental information and participation are available through defined procedures. Environmental impact assessment (EIA) examines the effects of a specific project, while strategic environmental assessment (SEA) examines plans or programmes. Spatial planning procedures and public hearings may allow comments through the competent authority, municipality, public notice or an online portal. The EPA maintains public registers covering EIA, SEA, permits and related procedures. The applicable standing, documents, deadline and appeal option depend on the procedure. A public comment does not automatically veto a project or replace permit conditions and technical compliance. Changes to surroundings commonly follow a chain from a draft plan to adoption, an EIA or SEA where required, permits, construction, operation and monitoring. Relevant changes include urbanisation, coastal and tourism development, revisions of spatial plans, waste or wastewater projects, climate adaptation and energy or infrastructure projects. Montenegro has a 2025–2035 climate adaptation plan, while a draft national spatial framework to 2040 concerns longer-term spatial development. A draft, an adopted plan, an issued permit and a project already operating have different legal and practical status. Everyday service problems usually begin with the municipality or the relevant communal provider. Planning and building questions normally go to the municipality or the Ministry of Spatial Planning. Environmental monitoring, EIA and SEA matters generally involve the EPA or another competent authority. Water-use and water-management matters may involve the Water Administration. Pollution and noise complaints depend on the responsible inspection body and the facts of the case. Communal tariffs, connection charges, waste and water fees, measurement fees, project costs and administrative deadlines vary by municipality, provider and procedure. One listed EPA permit service indicates a €2 administrative fee, but that amount is not a general price for environmental procedures.
