Disasters in Moldova

Moldova uses the terms situații excepționale and protecția civilă for the formal management and protection of people, property, the environment and critical infrastructure during major emergencies. IGSU, the General Inspectorate for Emergency Situations under the Ministry of Internal Affairs, handles civil protection, fire safety, qualified first aid, prevention and the management of consequences, including nuclear and radiological safety. Serviciul 112 receives emergency calls throughout Moldova, without charge, 24 hours a day, and alerts the appropriate services. The Serviciul Hidrometeorologic de Stat, usually called SHS, monitors weather and water conditions and issues public warnings. The Centrul Național de Management al Crizelor, or CNMC, supports national coordination, preparation, response and recovery for crises and major emergencies. Relevant hazards include floods and flash floods along the Nistru, Prut and smaller rivers, drought, heat, torrential rain, hail, strong winds, lightning, snowstorms, freezing conditions and fog. Earthquakes linked to the Vrancea seismic region, landslides, fires, chemical accidents, radiological or nuclear accidents, transport accidents, ammunition explosions and failures of electricity, heating, drinking water or telecommunications can also cause serious disruption. Seasonal drought, heat and vegetation-fire risks affect the whole country. Urban buildings and utility networks, especially in Chișinău, can be vulnerable during earthquakes. Hydrotechnical facilities such as Ghidighici and Costești–Stânca also require risk planning. SHS warning codes indicate increasing danger: verde means no significant danger, galben means potentially dangerous conditions, portocaliu means real or extreme danger with possible material damage or casualties, and roșu means very dangerous conditions that can cause massive damage and many casualties. Warning information can come from the SHS website, public authorities, media, sirens, loudspeakers, radio, television and mobile communications. A nationwide live rollout of MD-Alert is not established in the available information, so people should follow confirmed official channels instead of relying on unverified messages. Households should prepare for at least 72 hours. A practical reserve includes drinking water, normally about 3 litres per person per day and about 4 litres during heat, durable food, regular medicines, a first-aid kit, copies of important documents, contact numbers, a battery radio, a charger or power bank, a flashlight with spare batteries, hygiene supplies, warm clothing and some cash. A household plan should identify safer places, evacuation directions, family and neighbour contacts, utility contacts and support for people who may need assistance. People should not forward unverified reports, interfere with emergency operations or touch and move unknown objects. During an emergency, call 112 with the location, the type of danger, visible injuries or damage and a safe callback number if possible. IGSU, police, medical services, road and railway services, utility providers, local authorities and other specialized teams act according to the situation. Operational coordination can use a crisis cell, an operations coordination centre or a command post. Flood response can include barriers, sandbags, drainage measures, traffic restrictions, diversions and preventive evacuation of exposed homes. Earthquake exercises and responses can include search and rescue, removing obstructions, fire control, evacuation, first aid, hospital triage and restoring gas, electricity and communications. Authorities organize evacuation when an immediate threat requires it. Follow the official warning, use the designated assembly point and instructions, take the emergency bag and identification, close doors and windows, and disconnect electricity, gas or water only when it is safe. Support children, older people, people with disabilities and animals without entering unsafe areas. During flooding, move to a higher floor or roof when leaving is unsafe. During a radiological emergency, go indoors, close windows and ventilation openings, move toward the middle of the building or a basement and remain inside for at least 24 hours if authorities give that instruction. During a chemical release, move across the wind direction, cover the airways and follow shelter or movement restrictions. Public shelter, water-rescue, fire-hydrant and intervention maps are available, but the suitability and local availability of a specific shelter cannot be assumed without checking current information. Assistance may come from IGSU, local services, the Material Reserves Agency, state or local emergency funds and humanitarian arrangements. The available evidence does not establish a general automatic compensation payment for every disaster. Recovery focuses on restoring drinking water and wastewater services, electricity and gas, telecommunications, roads, bridges, railways, hospitals, dams and reservoirs. Backup sources, continuity plans and temporary camps can support essential services. International assistance and the Union Civil Protection Mechanism remain cooperation options, but Moldova’s membership in that mechanism is not confirmed in the available evidence. From 1 September 2026, a newer crisis-management mechanism uses the National Commission together with regional, territorial and local commissions and operations coordination centres.
