Local public administration, known as APL, operates at first level through villages, communes, towns and municipalities, and at second level through raions, Chișinău, Bălți and UTA Găgăuzia. The primărie and local council handle local order, infrastructure and public spaces under local decisions and national law. Neighbour relations themselves are mainly managed through direct agreements and practical house or neighbourhood arrangements because Moldova has no uniform national neighbourhood institution. The Transparency Law LP239/2008 provides public consultations, public hearings, public meetings and civic initiatives as channels for influencing local decisions. People can follow consultations on particip.gov.md, submit comments and use a civic initiative; the applicable consultation deadline depends on the specific procedure, and no general participation fee is indicated. Citizens, foreigners and stateless people can participate as interested persons under this framework. A non-profit association, called an asociație obștească, can provide a more continuous channel for civic or community work; registration and any public-utility status depend on the documents and procedure under LP86/2020. Moldova's equality framework under LP121/2012 prohibits direct and indirect discrimination and harassment on grounds including nationality, ethnicity, language, religion, sex, age, disability, opinion, political affiliation and sexual orientation. The Consiliul pentru Egalitate, or Council for Equality, accepts complaints, including through an online form, and may examine the matter and hear the parties. The 2024 census recorded self-declared ethnic identities of 76.7% Moldoveni, 8.0% Români, 5.1% Ukrainians, 3.4% Russians, 4.0% Găgăuzi, 1.6% Bulgarians and 0.4% Roma. Romanian and Moldovan were reported as mother tongues by 79.9% of the population, while Russian was reported as a mother tongue by 11.6%; Russian was reported as commonly spoken by 15.9% and known by 68.2%. These figures are self-declarations, not a basis for assigning a person's identity or language. Romanian is the administrative baseline, while Russian, Gagauz, Ukrainian and Bulgarian have practical relevance in particular localities. UTA Găgăuzia has a special status that affects local institutional and language contexts. The Agency for Interethnic Relations, or ARI, under the Ministry of Education and Research has responsibility since 1 January 2026 for ethnocultural organisations, interethnic dialogue and community mediators, including mediators working with Roma communities. Access to services can therefore depend on the municipality, the region and available language support. An acute threat or violence requires an emergency call to 112, which operates around the clock; the Police, IGP, local authorities and, where appropriate, protection or social services then determine the response. An ordinary neighbour, property or common-area dispute can usually begin with a direct agreement and the condominium rules, continue through private mediation and, where necessary, proceed to court. Mediation is confidential and its timing and private cost depend on the agreement and case. The Mediation Council, the Ministry of Justice and the state mediator register provide the formal framework. LP9/2026 is scheduled to replace and modernise the mediation framework from 12 September 2026; its new information-session duties apply only to statutory case groups, administrative disputes are excluded, and a reported 550 MDL information-session amount should be verified before relying on it. Complaints about public authorities follow a petition, administrative procedure or administrative court process rather than mediation under that framework. The CNAJGS and its territorial offices in Chișinău, Bălți and Cahul provide state legal aid according to eligibility and need. A condominiu is a building or property complex with privately owned units and shared parts. LP187/2022 regulates residential and non-residential condominiums nationwide. The Asociația de Proprietari din Condominiu, or APC, is the owners' association; only owners are automatically APC members. The general assembly and the condominium rules address shared parts, good-faith use, good-neighbour conduct, maintenance and contributions to common costs or funds. A tenant is not automatically an APC member and normally raises a common-area dispute through the owner, administrator or APC. ASP registers condominiums and APCs, while contributions and funds depend on the property and the decisions taken. Peaceful assemblies outside buildings are protected by LP26/2008. The ordinary procedure uses a prior declaration to the relevant local authority, while small gatherings of up to 50 people, spontaneous assemblies and simultaneous meetings have specific rules. Restrictions must be lawful, proportionate and non-discriminatory. Police, Carabinieri and medical services may be involved according to the risk. Religious services, sports, cultural or artistic events and commercial actions fall outside this law's assembly category and may follow different rules. Digital coexistence includes neighbourhood groups and social platforms. Consent, privacy, non-disclosure of personal data and de-escalation reduce avoidable harm. LP195/2024 has applied since 23 August 2026 and aligns personal-data processing with GDPR principles; the CNPDCP is the autonomous supervisory body for rights requests and complaints. A cyber incident can be reported to or discussed with STISC and CERT-GOV-MD, while suspected cybercrime belongs with IGP Cybercrime. Offensive online content may also raise equality, civil or criminal issues depending on its facts. Disability support is available through 0800 10808 and 060 601 549, the child helpline is 116 111, and the violence-against-women-and-girls helpline is 0800 88008. In the Transnistrian region, a de facto separate administration means that access to constitutional-state services and rights must be assessed case by case using current government guidance; local de facto rules cannot be generalised to Moldova as a whole.
