Romantic relationship in Mali

Partner choice and relationship timing can involve parents, elders, religious authorities and community expectations. Qualitative studies near Bamako, Sikasso and Ségou describe the influence of engagement, early marriage, migration, schooling and work-related travel, but they do not establish one national dating model. Practices also differ between Bamako and other urban areas, rural communities and conflict-affected regions, and they should not be generalized across all ethnic or religious groups. Mali has no documented nationwide equivalent of a formal dating or couple-counselling institution. Romantic relationships before marriage usually rely on informal personal, family, religious or community arrangements. Local terms include mariage civil for civil marriage, mariage religieux for religious marriage, mariage coutumier for customary marriage and union libre for an unmarried partnership. These forms can coexist, but an unregistered union libre does not have a nationally documented equivalent of the status, maintenance or separation rules attached to a registered marriage. A formal marriage is a public legal union. Civil marriage is handled through a mairie or an officier d’état civil. Both partners generally attend, show age and residence documents and give free consent. The legal minimum age is 18 for a man and 16 for a woman; a dispensation may permit marriage from age 15 for serious reasons. A religious marriage must send a second original copy to the civil registrar within 15 days, and the marriage certificate records matters such as consent, witnesses, the dowry and the matrimonial option. A polygynous option may be selected, and the household may include a co-wife, called a coépouse. Relationship decisions also involve sexual and reproductive health. The 2023–24 Mali Demographic and Health Survey, known as EDSM, reported that 22% of women aged 15–49 who were in a union used some contraceptive method and 21% used a modern method, while 25% had an unmet need for contraception. Among women who were not in a union but were sexually active, 41% used some method and 49% had an unmet need. The reported level of need being met was about 61% in Bamako and about 43% in rural areas. These figures describe the survey periods and should not be treated as a current measurement for every community. Safety and consent require access to health and protection services. The 2018 EDSM recorded that 53.7% of women aged 20–24 had married or entered a union before age 18 and 15.9% before age 15. It also recorded physical or sexual violence by a current or former intimate partner against 18.4% of women aged 15–49 during the previous 12 months at that time. The adolescent birth rate was approximately 144.8 births per 1,000 adolescent girls in 2020, and 9% of women in a union reported pressure to become pregnant against their wishes. FGM and child marriage are relationship-related protection and health risks. Health facilities, mobile clinics, community health workers and Centres de santé de référence (CSREF) can provide sexual and reproductive health support. One Stop Centers offer medical, psychosocial, legal and referral services; UNFPA reported 17 such centers in 2024. Distance, cost, stigma, insecurity and service interruptions can limit access. An unmarried romantic relationship has no documented state separation certificate or nationwide separation procedure. For a formal marriage, divorce may proceed by mutual consent, breakdown of the common life or fault. The competent tribunal is generally linked to the spouses' last common residence or the defendant's residence, and conciliation is compulsory except in mutual-consent cases. A written application, marriage certificate and, where relevant, children's birth certificates may be required. The legal fee is 20,000 FCFA, while the duration depends on the case; appeal and other legal remedies are available. Marriage registration is legally free, although municipal practice fees may occur, and no nationally reliable tariffs or time limits are established for dating or couple counselling.
