Upskilling in Kyrgyzstan

Continuing education in Kyrgyzstan is based on lifelong learning and covers both formal and non-formal education under Law of the Kyrgyz Republic No. 179 of 11 August 2023. The local term дополнительное образование взрослых refers to non-formal adult education. Дополнительное профессиональное образование covers continuous professional development, including повышение квалификации for advanced training and переподготовка for acquiring a new profession or specialty on the basis of existing professional education. Available pathways include short courses, advanced training, retraining, self-directed study, online and hybrid learning, workplace learning, internships, apprenticeships and dual-education arrangements. Educational organisations of different types, private individual entrepreneurs, vocational lyceums, colleges, universities, adult-learning providers, employers and NGOs may offer these activities. Local administrations and municipalities can support vocational training. The official portal kesip.edu.gov.kg provides profession search and lifelong-learning orientation. Admission usually follows the provider's own requirements because no uniform national admission rule has been evidenced. Employment-service training follows a separate process: an officially unemployed person or jobseeker registers with the employment service, receives a referral and presents a passport. This process targets people with low qualifications or no profession, people who need to change occupation and people who can no longer work in their former occupation. Training can last up to five months. Employment-service training is free for eligible participants; an officially unemployed participant receives a stipend, while a participant using a training cheque does not receive one. Other additional education may be paid. Private providers set their own fees and terms, while public professional organisations may work under contracts with individuals or legal entities. Kyrgyzstan has no universal free entitlement covering all upskilling. Prices, course length, quality, language and schedules differ by provider and region, and nationwide comparable price or quality data is not evidenced. A course certificate does not automatically equal a formal professional qualification. Formal professional documents can support occupational practice according to the qualification. Non-formal learning can also be assessed independently of where the skills were acquired through a validation or certification centre operating under the education authority. This system is at an early stage; evidence at its opening covered seven professions and more than ten people who received validation. Additional education is generally exempt from licensing, but driving schools and activities included in the Cabinet's risk-to-life or health list are exceptions. The 2026 list covers 18 domains, including health and medicine, fire and civil safety, security and military or prison work, weapons, hazardous industry, religious education, extreme tourism, cosmetology, mining, psychology and speech therapy, aviation, food production, construction, oil and gas, radiation, chemical and biological protection, woodworking and welding, electrical work, and transport or hazardous mechanisms. Check the provider's licence status when the course falls into an exception, and treat safety obligations as separate from the course certificate. The Ministry of Enlightenment is the current authorised state body in education. The Ministry of Labour, Social Security and Migration handles the employment side of training. Teachers have a statutory right to continuous professional development and a duty to improve their knowledge and skills. RIPPK listed 68 courses, 10,828 registrations and 725 certifications, while 40,420 teachers completed courses in 2025/26. Labour-market demand makes upskilling practically relevant. In 2025, more than 7,000 people were directed to professional training and approximately 65% were employed in the occupation they acquired. A 2025–2026 interagency plan addresses retraining for people over 45. Digital and technological change, regional access gaps, skills shortages and low participation among vulnerable groups continue to shape demand. Initial vocational education, tertiary degree study and language learning as primary subjects belong to adjacent education areas; they enter this subject only when they are a transition or functional alternative to upskilling or retraining.
