Kyrgyzstan has a formal vocational education system under Education Law No. 179/2023. It includes primary vocational education (PVE), secondary vocational education (SVE), higher and postgraduate education, and adult learning. State Educational Standards (SES) set binding requirements for providers. The National Qualifications Framework (NQF), established in law in 2020, covers general education, vocational education, higher education and adult learning, but implementation is still developing; an NQF level should not automatically be treated as equivalent to a German or European level. Since 2 July 2025, the Ministry of Enlightenment oversees PVE and general, additional and adult education. The Ministry of Science, Higher Education and Innovation oversees SVE, higher education, postgraduate education and additional professional education. The Ministry of Labour, Social Security and Migration supports employment services, occupational preparation, retraining and further training for unemployed people. The Cabinet of Ministers issues legal acts, lists, standards and financing rules, while the National Qualifications Council coordinates work on the NQF. PVE is the main formal option for skilled-worker occupations. Professional lyceums, state and municipal organisations, and private organisations may provide approved programs; professional училище also exists in correctional institutions. Admission normally follows completion of grade 9 or grade 11. Documented admission rules also allow an exception for entry without basic general education from age 15. Kyrgyz citizens may apply for budget-funded places under the applicable admission rules, while non-Kyrgyz citizens generally study on a contract basis. Applications can be submitted through Abiturient Online, with original documents usually required within 10 working days. A medical fitness examination is required for the chosen occupation. Instruction may use the state language, an official language or another permitted language. PVE duration depends on prior education and the program. Integrated programs beginning after grade 9 combine general secondary education with vocational education, usually last at least two to three years and can lead to both a vocational qualification and a secondary education certificate. Programs after grade 9 without the secondary certificate usually last one to two years and may include pre-conscription training. Programs after grade 11 usually last at least one year. Professional училище programs commonly last one to two years after grade 11 and up to two years after grade 9, while professional lyceum programs commonly last one to two years after grade 11 and at least two to three years after grade 9. Full-time, evening, part-time and external study exist; contract-funded and employment-service groups follow the duration and schedule stated in their agreement. SVE is provided by colleges, техникум and other secondary vocational organisations, sometimes within higher-education institutions. It prepares mid-level specialists rather than focusing only on skilled-worker trades. A full-time program commonly lasts one year and ten months after grade 11. After grade 9, documented durations range from two years and six months to three years and ten months, depending on the program. A relevant PVE qualification can allow accelerated SVE study with prior learning recognised. Admission may use the national general republican testing system and its annual threshold. A dual program is a legal form within PVE, not a separate qualification level. It combines a professional lyceum or училище with a company or other organisation. Theory commonly represents about 20 to 40 percent of the program and practical learning about 60 to 80 percent. The company participates in the program or curriculum, provides a learning or work place during training and may offer employment afterward. These effects depend on a specific agreement between the provider and the company. Kyrgyzstan does not have a general nationwide proof of an apprenticeship wage, a uniform national training contract or an automatic employment guarantee for every dual learner. Programs follow SES, occupational standards and cooperation with employer associations or business organisations. Learning may take place in workshops, laboratories, учебно-производственные комплексы, centres of excellence and company workplaces. SVE programs include production practice according to the curriculum. Available occupations depend on the region and provider. Examples from the state occupation list include electrician, electrical installer, auto mechanic, electric or gas welder, tailor, driver, locksmith, carpenter, joiner, cook and bookkeeper. Newer SES examples from 2026 include assistant locomotive driver, graphic designer, sanitary technician and database specialist. An occupation's presence in a national list does not prove that a nearby provider currently offers it. Adults can obtain a first vocational qualification through PVE organisations and employment services. PVE organisations may offer occupational preparation, retraining and advanced training for up to one year. Employment services can refer registered unemployed or job-seeking people who lack a qualification, cannot find suitable work or have lost the ability to practise their previous occupation. The documented employment-service training service is free, normally requires unemployment registration, a referral and a passport, and may last up to five months depending on the provider. Officially registered unemployed participants receive a stipend during referred training, except for cheque-based training. Current course listings have included one- to three-month programs. Short courses lead to a qualification certificate rather than the full PVE diploma. People who acquired skills through practical work may apply for validation and a qualification document. The Education Law permits certification by professional organisations, employer associations and employer unions. The procedure involves the education and labour authorities together with sector organisations and employers. The legal option exists, but its nationwide availability and practical reach are not yet established, so a person should confirm whether an authorised body can assess the specific occupation. A completed PVE program normally leads to a diploma of primary vocational education and an occupational qualification. Integrated programs can also provide a secondary education certificate. Short programs lead to a certificate, and certain regulated occupations require an additional occupation-specific licence or удостоверение. An SVE graduate receives a qualification in the relevant speciality under the national qualification system. The education document generally supports work in the acquired occupation, subject to additional legal licensing, health or safety requirements. Learners have rights to quality and safe education, non-discriminatory access, first aid, protection from violence and exploitation, and reasonable adapted conditions. Their duties include meeting program standards, following institutional rules and safety requirements, attending classes and completing production practice. PVE learners receive a stipend and dormitory access under the applicable rules; learners in two- to three-year programs may also receive food according to established norms. Educational documents for people with disabilities must be made available in accessible electronic, audio or Braille formats without charge. State and municipal PVE within the SES framework is generally free when financed from the public budget, but contract-funded training is also permitted. Private providers may charge fees. SVE places may be financed through competitive state grants or contract tuition, so SVE is not universally free. A voucher-financing pilot ran from 1 September 2024 to 1 September 2026. Providers should be compared by current admission rules, program approval, practice facilities, qualification document, total fees, accommodation and employment evidence. The system is substantial but does not guarantee a job after completion. In 2023, approximately 100 PVE organisations served about 30,000 learners, including about 9,000 who were also receiving a secondary certificate. About 135 SVE organisations served approximately 121,000 students. Official 2024 open data separately reported about 27,700 state learners in vocational schools and 42,200 students in secondary special institutions; the definitions and coverage differ, so these figures should not be added. More than 20,000 PVE graduates qualified as workers in 2023, about 28 percent fewer than five years earlier. Current programs, provider approval, practice arrangements and labour-market prospects should therefore be checked locally before applying.
