Upskilling in Guinea

Guinea has formal, non-formal and informal options for continuing education. The Ministry responsible for technical and professional training, employment and entrepreneurship, known as METFPE, designs, regulates, implements and monitors policy. ONFPP operates under METFPE for technical oversight and under the finance authorities for financial oversight. It supports in-work training in mixed, public-related and private sectors, informal-sector apprenticeship, enterprise needs assessments, training plans, provider contracts, monitoring, quality assurance and validation of acquired experience. Private providers must declare their existence, objectives and available means to the national training and professional-development service. An employer normally identifies a skills need, prepares a training plan or project, requests financing through ONFPP or FNQP, or pays for training directly, and then uses a contracted provider. ONFPP explicitly supports small and medium-sized enterprises. Guinea has no standard national application deadline or fee schedule for employer training. State funding and employers finance professional training and apprenticeship. Under Article 141.2 of the Code du travail, the employer contribution is 1.5% of payroll: 0.5% for apprenticeship and 1.0% for professional development, qualification and occupational change. These contributions go to FNQP. The State also contributes annually through the Finance Law. An employer may obtain reimbursement when an approved employee-training plan and proof of expenditure meet the applicable conditions. A jobseeker can register with AGUIPE-E, attend an appointment and take part in a guidance interview. Depending on the program or call, AGUIPE-E may direct the person toward training, an internship, employment or entrepreneurship. MFEE combines AGUIPE-E and ONFPP resources with training centres across the country, but access remains dependent on available places and program conditions. There is no evidenced universal entitlement to an individual training place, learning account or paid educational leave. Informal apprenticeship remains a major practical option. A maître d’apprentissage teaches an apprenti through occupation-based work, with ONFPP support and control. A written contract is required; without one, the apprenticeship has no legal validity. The contract records the parties, age and address, start date, duration, remuneration, food, lodging, health care and professional courses. No stamp or registration fee is charged. Quality, remuneration and duration vary by occupation and contract, and compensation for a breach may be fixed in the contract or determined by the Labour Court. Short reskilling programs also exist. CAFPPPP offers nine-month programs leading to a CQP, a professional qualification certificate, for people who left school and are re-entering work or seeking new skills. Access requires a dossier. These programs belong to continuing education when they serve adult re-entry or upskilling; they are not the complete initial technical and vocational education and training system, known as ETFP. ENPETP provides continuing programs for in-service trainers, managers of public or private institutions, METFPE staff and formal-sector professionals. Its subjects include teaching methods, information and communication technology, active learning, leadership and administration, with some sessions arranged according to specific needs. CNPG provides managerial and professional capacity building for public and private cadres. Training availability is concentrated in Conakry, while regional course capacity, fees and schedules are not consistently published. A UNICEF-supported mobile training unit operated in 2025 to extend practical training to remote areas, including metalworking and welding; this is an access initiative rather than evidence of a permanent nationwide service. Gender, disability, childcare and transport support are not generally documented across programs. Funding may come from CFPCA or FNQP, a State subsidy, ONFPP services, external projects or the employer. Duration varies widely: documented examples include nine-month CQP programs, short à-la-carte sessions through ENPETP and employer-specific plans. A certificate or attendance statement from a private provider or project is not shown to be equivalent to a CAP, BT, BTS or CQP. ONFPP has a legal mandate to support validation of acquired experience, called VAE, and its sustainability, but a nationwide operational VAE procedure, tariff and assessment-body network are not evidenced. Mining title holders, authorised mining operators and their contractors have a sector-specific duty to submit training and development plans to ONFPP. Such plans can include six months of professional immersion for graduates, two months of business discovery during initial training and courses or placements for Guinean employees in Guinea or abroad. This sector rule does not create a general entitlement for all workers. Current policy direction favours market-aligned, practical, competency-based and enterprise-linked training. The World Bank SIRA concept identifies scarce quality options in formal and non-formal learning and proposes flexible upskilling, practical apprenticeship, career guidance, entrepreneurship and recognition of prior learning. These are proposed or project-level measures, not an established universal service. Anyone comparing programs should verify the provider, place, duration, total cost, funding source, assessment method, certificate status and whether the training is available in the relevant region.
