Shopping in Ethiopia

Formal supermarkets and specialist shops are concentrated especially in Addis Ababa. Outside larger cities, informal markets, small shops, street sellers and traditional wholesalers often provide a larger share of everyday goods. Both locally produced and imported products are available. Buying very small quantities can increase the unit price, while transport, seasonal supply and the distance from a distribution center can change the final cost. There are no stable nationwide price values for general shopping in Ethiopia. Payment methods include cash, bank transfers, point-of-sale terminals, QR payments, mobile money and payment gateways. Services used in Ethiopia include telebirr, M-PESA, Kacha and Yaya, while Ethswitch supports national payment switching and interoperable QR payments. Access to digital payment depends on network coverage, a suitable device, identity checks, digital skills and the availability of agents or merchants. Telebirr access uses an Ethio telecom mobile number and generally requires the user to be at least 18 years old with current photo identification for know-your-customer checks. Check the recipient, amount, QR code and transaction confirmation before entering a PIN, and keep the receipt or transaction record. For online shopping, the Electronic Transaction Proclamation No. 1205/2020 requires the seller to provide its name, address, telephone number, website or email address and registration or operating details. The listing should describe the product, show the total price including transport, taxes and other fees, and state the payment method, delivery period, contract and warranty terms, return, exchange and refund rules, and privacy and security information. The buyer should be able to review, correct and cancel order information before submitting it. Depending on the type of goods or services, the proclamation generally provides a seven-day period for cancellation without a reason or penalty, and information or process errors can support cancellation within fourteen days. Standard delivery should occur within thirty days. If the product is unavailable, the seller must inform the buyer promptly and refund the payment within seven days. A platform must verify seller identity, address and licences, keep transaction records and provide a dispute-resolution process; the law also requires at least 50% local products or services in its offer. The Trade Competition and Consumers Protection Proclamation No. 813/2014 provides a legal framework against misleading or unfair market practices, unsafe or unsuitable goods and competition violations. For a complaint, keep the receipt, order record, product photographs, seller messages and payment evidence. Contact the seller first, then the platform or payment provider where applicable. For online transactions, the Ministry of Trade and Regional Integration can also be relevant under Proclamation No. 1205/2020. Enforcement is fragmented, and Ethiopia does not have one verified nationwide consumer platform for every type of complaint. Personal data in a transaction is also covered by the Personal Data Protection Proclamation No. 1321/2024. Product checks depend on the goods. Cosmetics should show credible labelling, origin information, seals and a receipt; the Ethiopian Food and Drug Authority handles registration, licensing, inspection, laboratory work and post-market surveillance for cosmetics. For technology, check the seller identity, serial number, receipt, warranty, accessories and actual function. Import conformity controls, including pre-verification or verification of conformity for products such as solar equipment, batteries, toys, refrigerators, washing machines, motors, electrical household appliances and microwaves, can affect product reliability. Clothing is sold through markets, independent shops, formal retailers and social or online sellers; size, quality and imitation risks are common practical concerns, and no general nationwide in-store return right has been verified. Return or exchange usually depends on the seller's stated policy. Shopping choices also affect waste. Ethiopia's Solid Waste Management and Disposal Proclamation No. 1383/2025 and the Environmental Protection Authority's Clean Ethiopia activities support measures such as reducing packaging, using reusable bags, repairing and reusing goods, and disposing of electronics through suitable channels. Enforcement and municipal practice vary. A nationwide consumer eco-label and a uniform retail take-back channel have not been verified, so a seller's environmental claim should not be treated as an official certification without evidence.
