Surroundings in Ethiopia

The quality of surroundings in Ethiopia depends on where a person lives and which authority or provider supplies a service. The Ministry of Urban and Infrastructure, regional bureaus, city administrations and woreda offices address planning and local services, while specialized bodies handle water, energy, environmental protection, forestry, weather warnings and disaster management. Ethiopia therefore has a fragmented system rather than one nationwide neighborhood-environment service. Formal complaint channels and service coverage are uneven, and no uniform national service deadline for local environmental or neighborhood complaints has been identified. Infrastructure is a major part of everyday surroundings. Water, sanitation and hygiene are often grouped under WASH. Electricity may come from the national electricity network, a small local network, a stand-alone solar provider or a Solar Home System, sometimes through PAYG arrangements in which usage is paid over time. In January 2025, about 65% of households had access to some electricity: about 29.3% through the national network and 35.7% through stand-alone solar systems. Another measure reported basic electricity service for about 44% of citizens, while a national access level of approximately 55% was projected for 2026. The 2030 electrification roadmap targets roughly 75% to 80%. Connection charges, tariffs, equipment costs and rollout times depend on the locality and project; no uniform national connection service deadline was identified. Water and sanitation conditions also differ sharply. In 2022, about 13% of the population used safely managed drinking water, 8% used safely managed sanitation, 3% had access to safely treated domestic wastewater services and 6% had basic handwashing facilities. A household may rely on a network connection, public standpipe, local source, vendor or tanker. Connection fees, tariffs, repairs and waiting times are set locally or depend on the provider. The Ministry of Water and Energy, regional water bureaus and local utilities or providers are relevant contacts, and the ministry has a complaint pathway with reference and status information. Air quality is affected by outdoor pollution and household cooking conditions. The annual average PM2.5 concentration is approximately 22 micrograms per cubic metre, around four times the World Health Organization guideline of 5 micrograms. Ethiopia has legal PM2.5 standards, but nationwide compliance information remains insufficient. In 2022, about 93% of the population lacked access to clean cooking fuels or technology, while clean fuels accounted for about 7% of cooking use. Fuel and appliance costs depend on the market and locality, and no nationwide transition deadline has been identified. Green space includes public parks, urban and peri-urban forests, restored degraded land and river buffers. These areas can support recreation, shade, erosion control and flood protection, but access, maintenance and entry conditions are local matters. The Ethiopian Forestry Development, the Ministry of Urban and Infrastructure and regional or city authorities may be involved in planting, restoration and park planning. Green Legacy activities, climate adaptation and river-buffer rehabilitation are relevant where urban growth, flooding or landslides put pressure on land. Environmental noise is handled through ambient-environment and industrial-pollution rules, environmental authorities and municipal bodies. A nationwide residential-noise service or uniform complaint standard has not been identified. Industrial or other environmental complaints may be reported through the Environmental Protection Authority, regional or city environmental authorities, municipal channels or the Clean Ethiopia portal, depending on the case. Physical and environmental safety includes flood, landslide, drought, severe-weather and urban-fire risks. The Ethiopian Disaster Risk Management Commission, the Ethiopian Meteorology Institute, the Ministry of Water and Energy and regional, zonal and woreda authorities provide forecasts, alerts, preparedness information and local response. Online Flood Alert, Landslide Alert, Weather Warnings and Woreda Disaster Risk Profiles can support planning, but local dissemination remains necessary and warning lead time depends on the event. People can participate most clearly when a project requires an Environmental and Social Impact Assessment, commonly called an ESIA. The Environmental Protection Authority, competent regional or city environmental agencies and project proponents may disclose information, collect comments and conduct community consultation. Public participation under Directive No. 1068/2025 is project- and locality-specific, and language, internet access and local capacity can affect practical access. Everyday participation in neighborhood decisions remains more fragmented than formal ESIA participation. Surroundings are changing through urban growth, infrastructure expansion, climate variability, drought, flooding, landslides, deforestation, green restoration and improved early-warning systems. Urban plans, electrification, WASH projects and environmental assessments can improve conditions, but schedules, costs and responsibilities remain dependent on the region, city, woreda, provider or project.
