Study in Comoros

Higher education in Comoros is locally called Enseignement supérieur. The system is governed mainly by Loi N°14-024/AU, supplemented by Loi N°23-020AU promulgated in 2023. The Ministry of Education, Higher Education, Scientific Research, Training and Professional Integration is responsible for planning, organisation, development, regulation, guidance, programme control and quality control. It also has competence over admission and the accreditation of diplomas. The Université des Comores (UDC), founded in 2003, is a public scientific and cultural institution with administrative and financial autonomy. It has nine components and six sites across the three islands: Ngazidja, Ndzuani and Mwali. Its components include FDSE, FLSH, FIC, FST, IUT, IFERE, EMSP, CUP and CUM. UDC teaching is conducted in French and Arabic. The 2025-26 offer lists L1 to L3 Licence programmes, Licence professionnelle programmes, DUT, DU and selected Master programmes in areas such as law, economics, languages, humanities, Arabic and Islamic studies, natural and environmental sciences, mathematics, physics and chemistry, computer science, administration, tourism, health and agriculture. A Licence covers the first cycle from L1 to L3; a Licence professionnelle has a more professionally focused purpose, while a Master is an advanced qualification following prior higher education. DUT and DU are additional qualifications listed by UDC. The Ministry also lists institutions such as ENAC, ISFR, EST, Sup Management, Ecole Nationale de Pêche et de la Marine Marchande and Midocean University. Private higher-education institutions remain subject to ministerial control. Under the higher-education law, Comorian nationals and foreign nationals can enter higher education with the baccalaureate or an equivalent qualification and regular enrolment. UDC L1 applications generally require certified school marks for 2nde, 1re and Terminale, a BAC marks statement, proof of BAC success and a civil-status document issued less than three months earlier. L2 and L3 applications require evidence of the previous diploma and marks. M1 and M2 applications can require the BAC for first-time entrants, a Licence or M1 record, L3 or M1 marks, a curriculum vitae and, where requested, a motivation letter. Foreign applicants need a valid residence certificate. Some programmes use a concours, meaning a competitive entrance examination; an applicant taking such an examination may be limited to one corresponding department. The applicant creates and activates an account by email, enters the BAC date and NIN exactly as they appear on the attestation, uploads one PDF of up to 2 MB and uploads an image of up to 1 MB. Payment uses HOLO. Transfer or reprise applications require annual marks from the previous study. The 2025-26 guide listed a pre-registration fee of 25,000 KMF and the same fee for transfer or reprise. It listed pre-registration from 25 August to 13 September 2025, concours on 17 and 18 September, results on 25 and 26 September, study commencement on 29 September and payment by 1 November. These dates belong to the 2025-26 cycle and should not be transferred to 2026-27. The published official material does not provide a reliable single figure for tuition, housing, food, transport or the complete study budget. The law refers to accommodation, meals, health coverage, scholarships according to state capacity and preferential study loans. It also provides for financial assistance for the best students in a cohort, high-performing students with financial need and students without financial resources. Availability, amounts and selection procedures were not verified in the available material. Students have rights to information and freedom of expression, protection from discrimination based on race, sex, religion or geographical origin, participation in university councils and social services, and access to association, cultural and sporting activities. Institutions should take appropriate measures for students with physical, psychological or cognitive disabilities. Students must follow the internal regulations and social-service rules; breaches can lead to disciplinary sanctions. UDC awards national diplomas and institution-specific diplomas. Assessment may combine continuous assessment with a final examination, or use either form according to the programme. Foreign higher-education diplomas are examined through a commission d'équivalence, meaning a formal equivalence assessment. Recognition is qualification-specific, so the awarding institution, programme and diploma status should be checked separately. The 2025-26 UDC offer confirms selected Licence, DUT, DU, Licence professionnelle and Master programmes but does not provide reliable evidence of a doctorate call for applications; applicants should verify the current offer rather than infer availability from one list. Study abroad is also supported through annual government scholarship calls. The Ministry published a 2026 Morocco scholarship platform, and a separate state scholarship programme for Saudi Arabia is documented. These opportunities are not automatic. The call preferred 2025 scientific BAC holders with at least mention assez bien or applicants sitting the 2026 BAC examination; the stated progression included Licence for Master admission, Master for Doctorate admission and a general-medical qualification for medical specialisation. Each call has its own eligibility rules and deadlines. UDC is the central local opportunity for tertiary study without leaving the Comoros, although official material also identifies resource and infrastructure constraints.
