Elections in China

Elections in China operate within a political system led by the Communist Party of China. Their main state function is to form the hierarchy of people’s congresses rather than to choose between rival parties seeking national government power. Eligible voters directly elect deputies to people’s congresses at the county level and below, including township-level congresses. Local election bodies organize voter registration, nominations, voting, and counting according to the applicable procedures. Higher-level people’s congresses are elected indirectly. Congress deputies at one level elect deputies to the congress above them, continuing through provincial-level congresses to the National People’s Congress. Candidates may be recommended through legally recognized nomination processes involving political organizations or groups of voters or deputies. The CPC has the leading political role, and candidate selection takes place within the institutions and political boundaries of the existing system. People’s congresses elect or decide important state officeholders at their respective levels. The National People’s Congress elects or decides national officeholders through constitutional procedures, but ordinary voters do not cast a direct nationwide vote for these positions. Village committee and urban residents’ committee elections belong to grassroots self-governance rather than the formal hierarchy of state power. They concern local community affairs and should not be confused with elections for government leadership or people’s congress deputies. Voting commonly involves registration, confirmation of eligibility, candidate nomination, information about candidates, secret ballots, counting, and publication of results. The exact practical arrangements can differ by election type and locality. Chinese elections provide structured representation and local participation within the established system. Their limits include the absence of open national competition for government between rival political parties and restricted scope for opposition to CPC leadership. To understand any election, first identify the body being elected, the voters involved, and whether the election is direct or indirect.
