If a problem remains unresolved, the ART accepts complaints through the free number 1515 and its complaint channels. No uniform national processing deadline is documented. In cases of linguistic discrimination by a public institution, the Commission responsible for bilingualism and cultural diversity (CNPBM) may handle a complaint or mediation. For letters, parcels and courier services, the public postal provider and officially licensed private providers are options. Price, delivery time, tracking and liability depend on the provider and service selected; no uniform national tariff or nationwide delivery guarantee is documented. In rural areas, Multipurpose Community Telecentres (Télécentres Communautaires Polyvalents, TCP) and Digital Access Points (Points d’Accès Numériques, PAN) may offer shared access to telecommunications, the internet, IT, audiovisual services or postal services. Their actual availability and quality must be checked at the relevant location. Digital contacts with public authorities through the internet, email, web forms and messaging services require a suitable device, electricity, network coverage and sufficient data. Public internet access through post offices, TCPs or cybercafés may supplement access. The national Agency for Information and Communication Technologies (ANTIC) is responsible for electronic certification. An electronic certificate can enable strong authentication, electronic signatures with the legal effect of a handwritten signature and encryption. However, not every public service accepts fully digital submissions. Cameroonian law recognizes access to communication and information through telecommunications, audiovisual services and various formats. Accessibility and awareness for people with hearing or visual disabilities are addressed in law. However, no uniform nationwide standard for sign-language counters, subtitles, screen readers or accessible postal counters is documented. Depending on the situation, text, voice calls, visual information, assistance through a TCP or an in-person appointment may work better. For names, telephone numbers, addresses, monetary amounts and deadlines, the information should be repeated and additionally confirmed in writing.
