Language in Cameroon

Cameroon does not have one nationwide national language or a single standard dialect system. Sources identify about 239 national languages, while MINESEC counts more than 300 in some classifications; the difference results from different methods for separating languages and varieties. Languages such as Ewondo, Fulfulde, Douala, Bassa, Bakweri, Bulu and Pidgin English function as wider communication languages in particular regions, but none has nationwide reach comparable to English or French. English and French are the constitutionally equal official working languages. Law No. 2019/019 establishes bilingualism and multiculturalism as part of the public framework and applies to national public institutions, regional authorities and local authorities. People may seek public information, documents, communication and services in either official language. Laws, institutional communications, public signs, civil-status and identity documents, diplomas and road signs are generally intended to appear in both languages. Public bodies are also expected to maintain translation and interpreting capacity. Courts allow the use of either official language, and a decision is issued in the language chosen for the proceedings. Constitutional bodies conduct proceedings in English or French and provide simultaneous interpretation where required. The Commission nationale pour la promotion du bilinguisme et du multiculturalisme monitors implementation, makes recommendations and can receive petitions about discrimination or non-compliance. Actual availability still varies by institution, region and language staff. No language-specific access requirement or separate user fee for bilingual public administration is established in the available evidence, and no uniform nationwide service deadline for translation or interpreting is documented. Education follows Francophone and Anglophone subsystems, with English or French used for instruction according to the system. The Special Bilingual Education Programme, known as PEBS, introduces additional bilingual education in selected settings and is being expanded. National languages and cultures also appear in curriculum work and school experiments, but implementation is not standardized across the country. MINESEC and MINEDUB are central public bodies for education-related language policy. National languages carry local identity and support cultural participation. Regional councils may promote functional language skills, language mapping, publications and print or broadcast media in national languages. CRTV provides bilingual news and several radio and television services, while the CNC regulates the media sector. National languages are used in media and cultural life, but the evidence does not show one nationwide national-language media standard. Language access in Cameroon is consequently strongest when the relevant public institution has the required English or French service and locally available staff for the language used in the community.
