The Ministry of Arts and Culture, known as Ministère des Arts et de la Culture or MINAC, is the main public authority for cultural policy and administration in Cameroon. Its relevant services include the Direction du Développement et de la Promotion des Arts, the Direction du Patrimoine Culturel, the Direction de la Coopération et de la Promotion Artistique, the Direction des Industries Culturelles, regional and departmental delegations, and services responsible for books and reading. MINAC also oversees or supports institutions such as the National Museum, the National Library, the National Cinematheque and the Ensemble National. Artistic education follows several paths. The Institut des Beaux-Arts de Foumban at the University of Dschang offers programmes including painting and drawing, sculpture, engraving, ceramics, art history, contemporary art, stylism and model making, textiles, interior design, and visual and media arts. Its documented academic path includes a three-year Licence and a two-year Master. Admission normally depends on a Baccalaureate, GCE Advanced Level or an equivalent qualification. Shorter continuing-education courses and internships also exist. The IBA Nkongsamba pathway includes architecture and urban planning, heritage and museology, plastic arts and art history, and cinema and audiovisual studies. Accredited private higher-education institutions, community apprenticeships, association work, ateliers, festivals and self-directed practice provide additional routes, but their recognition, duration and costs differ. Visual, applied and photographic work includes painting, sculpture, ceramics, photography d'art, multimedia, textile work, fashion, interior design and other applied arts. Music and performing arts include music, dance, theatre, ballet and orchestral work. The Ensemble National develops, produces and disseminates artistic work nationally and internationally. Living cultural forms such as Mvet Oyeng, Ngondo, Nguon and Guruna combine performance, music, dance, instruments, ceremony and community transmission in different cultural settings. Professional and amateur live performance are treated differently under the legal framework. Literature and publishing involve creation, editing, dissemination, distribution, libraries and legal deposit. CREPLA supports books and reading. Decree No. 2026/00644/PM sets accreditation conditions for publishers, booksellers and school-manual publishers. Legal-deposit rules generally require six copies for printed, graphic, photographic and phonogram materials at public release. Software and databases require two copies, normally no later than one month after circulation, while films must be deposited at the National Cinematheque within six months of their first screening. A breach of the legal-deposit rules can lead to a fine of 100,000 to 1,000,000 FCFA. Film production, distribution and exploitation require prior authorization under Law No. 88/017 and Decree No. 90/1462. The production file goes to MINAC through the responsible cinema and audiovisual service, the Direction de la Production Cinématographique et Audiovisuelle. The stated decision target is 60 days, with an absolute period of 90 days; silence is treated as approval under the cited framework. Statutory fees and taxes exist, but their current rates were not verified in the available research. The legal framework was under revision in August 2026, so applicants should confirm the filing procedure and current requirements before production or release. Architecture has a separate professional access requirement. The Ordre National des Architectes du Cameroun, or ONAC, requires registration for professional practice, and a private architectural office needs ONAC authorization. Foreign architects face additional conditions. Architectural education is available through pathways including IBAF, ESSACA and ENSTP, with an architecture cycle also documented at the University of Padua. Traditional architecture and heritage include Grassfields great houses and the Mafa Diy-Gid-Biy dry-stone landscape. The Direction du Patrimoine Culturel controls relevant inventory, conservation and the circulation or export of protected heritage and art objects. Design is connected to applied arts, visual arts and multimedia rather than governed by a separately documented national design permit. Digital art similarly has no verified independent permit or standardized national market system in the available official sources. Copyright, contracts, legal deposit where software or databases are covered, exhibition rules and venue requirements therefore determine many practical conditions for digital and design work. Cameroonian copyright protects original literary and artistic expression, including music, audiovisual works, drawing, painting, sculpture, architecture, applied arts and photography. Copyright arises from creation, and a copyright deposit is not required. Ideas alone are not protected. Authors hold moral and economic rights, while performers, phonogram and videogram producers, and broadcasters hold related rights. Collective management organizations, including SONACAM, SOCADAP, SCAAP and SOCILADRA, can administer licensing and royalty arrangements. A national rights-holder file can be made through the INT process, with a one-month period for claims after provisional publication. Commercial use of folklore requires a declaration and royalty payment under the applicable rules. The cultural sector also includes museums, galleries, exhibitions, festivals, associations, private providers and community events. The National Museum, a MINAC service, acquires, classifies, preserves and displays collections and supports art-history and museology education and research. A 2020 policy measure reported 24 artistic and cultural poles and nine federations. There is no verified national market index, reliable price register, complete gallery directory or dependable sector-wide artist count in the available research, so prices, demand and professional income cannot be generalized across Cameroon. The CASSPC supports creation, production, dissemination, publishing, collective management organizations, prizes and solidarity measures. Applications go to the Minister, and the Arts and Letters Commission reviews them. Awards depend on available funds. Eligibility includes Cameroonian cultural enterprises and Cameroonian authors or performers; the research did not verify a current standard award amount or universal fee schedule. Sponsorship and mécénat are legally recognized alternatives, but their terms depend on the agreement and project. Public spectacles require prior authorization from the competent authority. A professional live-show entrepreneur or agent needs a MINAC licence. Occasional philanthropic, socio-educational, sporting or religious events use a declaration submitted no later than 15 days before the event. Amateur entrepreneur activity is treated differently, and a minor performer needs written permission from a parent or guardian. Local administration matters because MINAC operates through decentralized services and event authorization may involve regional or departmental authorities. Exact tuition, exhibition, gallery, market and film-fee schedules were not verified, and no legal-deposit charge was identified. The FCFA 1,000,000 accreditation fee associated with an OGC concerns the collective-management institution, not an individual artist.
Art in Cameroon
Art in Cameroon includes visual art, music, literature, film, performing arts, architecture, design, photography and digital forms. The sector is fragmented across MINAC services, universities, private institutions, associations, communities and independent practitioners rather than organized through one unified system. Formal study, non-formal training, community apprenticeship, festivals, workshops and self-directed practice all exist. Copyright, event authorization, film permits, architectural registration, legal deposit and cultural funding create different duties for different activities.
