The French term living environment (cadre de vie) describes the directly experienced quality of the living and everyday environment. In Benin, this includes roads and drainage, drinking water, wastewater and waste, air and noise, green spaces, public lighting, safety, participation and spatial changes. There is no single national office or uniform nationwide service or entitlement system for this entire area. Responsibilities are functionally distributed and differ according to the municipality and settlement type. The Ministère du Cadre de Vie et des Transports, chargé du Développement Durable (MCVT) sets policy and technical frameworks for the environment, urban infrastructure, sanitation and climate. The 77 municipalities plan and operate local public spaces, hygiene, drainage and parts of the infrastructure. The Agence béninoise pour l’Environnement (ABE) handles environmental assessments, inspections, audits, complaints and environmental maps. The Direction Générale de l’Eau (DGEau) coordinates integrated water management. The Société Nationale des Eaux du Bénin (SONEB) supplies mainly urban and peri-urban areas, while the Agence Nationale d’Approvisionnement en Eau Potable en Milieu Rural (ANAEPMR) supports rural areas.
