Life stages in Benin

Benin has a very young population: according to the 2024 UNICEF annual report, around 55 percent of the 12.9 million inhabitants are children and 24 percent are adolescents; according to UNFPA estimates for 2026, about 3 percent are aged 65 or older. Birth registration, school, child protection and the transition into employment therefore have particularly high practical importance. The terms adolescence and jeunesse are used differently depending on the programme; the ILO often defines young people as those aged 15 to 30. Under the prevailing interpretation, civil majority is reached at 18. A birth should be reported within 21 days at the place of birth. The father, mother, relatives, medical personnel, a midwife, a traditional birth attendant, a village chief or a birth witness can support the report. The birth certificate (acte de naissance) is legally free; late registration may result in court and procedural costs. The birth record later facilitates the issuance of the national identification number (NPI), the National Identity Card (CIP), a passport, and access to school, voting rights and marriage registration. A pilot of the one-stop birth registration and declaration service (Guichet unique d'enregistrement et de déclaration des naissances) ran from 20 August 2025 to February 2026 in ten public health facilities. During the pilot, the NPI was issued automatically by SMS; the birth record could be requested online through ANIP or collected from the Commune. A nationwide expansion was announced, but full coverage has not been documented. Access to education remains unequal. Fewer than one in five children attends preschool, approximately one third of children are not in school, and about 65 percent complete primary school. Only around one quarter achieves the expected minimum competencies; net attendance is around 30 percent in lower secondary school and around 12 percent in upper secondary school. Youth literacy among 15- to 24-year-olds is about 61 percent. Distance, poverty, direct and foregone income, learning quality, gender norms, menstrual hygiene, marriage and pregnancy affect school attendance. Public general, technical and vocational secondary schools are intended to be tuition-free for all girls from the 2026/27 school year. For other educational pathways, costs and access depend on the school, programme and location. Alternatives exist, among others, for out-of-school children, nomadic children and displaced children. The Child Code (Code de l'enfant) protects people under 18. Formal assistance may be available through one-stop social service centers (GUPS), departmental directorates for social action (DDASM) and other social services, schools and school committees, the police and justice system, or the labour inspectorate. Community relays, monitoring committees, families and foster families provide additional non-formal or informal support routes. Risks include violence, abuse, trafficking, begging, domestic work, agriculture, mining and construction work, as well as the placement of a child outside the birth family (vidomègon). In 2022, 19.9 percent of 5- to 17-year-olds worked; hazardous work remains relevant in some areas. Employment is generally permitted only from age 14, while selling and trading, sexual exploitation, pornography, illegal activities and other worst forms of child labour are prohibited for anyone under 18. The transition from school to work often takes place through informal employment, agriculture, trade, transport, crafts or self-employment. Other pathways include vocational apprenticeship (apprentissage), technical and vocational education, and social-protection programmes. ARCH targets poor or vulnerable workers and unemployed people in agriculture, trade, transport, crafts, and arts and culture. Registration and the biometric card form the starting point; depending on the programme, ARCH-Formation, ARCH-Credit or an income-generating activity may follow. A general unemployment benefit is not documented in the sources reviewed. Access, contributions, deadlines and local availability depend on the specific programme. Marriage is registered through the Commune and the civil-status officer (officier d'état civil); the minimum age is generally 18 for both sexes. Marriage and parenthood are relevant here only insofar as they can trigger school dropout, early pregnancy, poverty or additional protection needs. According to MICS 2021–22, 27.5 percent of girls were married before their 18th birthday; the risk is particularly high in the north. Programmes such as Faaba Cash+Care support girls aged 9 to 15 in Atacora, Donga, Borgou and Alibori through regular payments, mentoring and community protection work. PNAEBEFB targets out-of-school or vulnerable girls and combines life skills, protection information, the transition from school to work and economic support. Participation remains dependent on age, school status and programme; no generally applicable transfer amount has been documented. In the formal pension system, private-sector employees receive an old-age pension through CNSS (National Social Security Fund (CNSS)) from age 60 if they can prove at least 180 effective months of insurance and stop paid employment. Early retirement is possible up to five years earlier and reduces the benefit by 5 percent for each year taken early. Anyone with at least 12 but fewer than 180 insurance months may receive a one-time old-age allowance (vieillesse allocation) from age 60. For public service, the retirement age is generally 60; early retirement from age 55 is governed by the applicable rules. For the informal sector, ARCH is establishing pension insurance, but individual contributions, entitlements and a general start date cannot be derived from the available brief information. Support in older age includes home visits, psychosocial assistance, care supplies, social or income-generating measures, GUPS and CIEPA centers. CIEPA centers have been documented in Abomey-Calavi, Abomey and Tchaourou; the 2022–2026 strategy provided for more centers but did not fully achieve this goal. A nationwide uniform long-term-care insurance scheme, a general care allowance or comprehensive professional home care have not been documented. When people require care, family and community therefore usually carry the main burden, supplemented by social services, health referrals, associations and the few formal facilities. Costs, waiting times and admission criteria vary by institution and location. Crises particularly change education, employment and protection pathways in northern Benin, especially in Alibori, Atacora, Donga and Borgou. In 2024, UNICEF estimated that around 1.9 million children faced crisis risks; 33,238 displaced people were also recorded, including 19,732 refugees or asylum seekers and 13,506 internally displaced people. Among them were 8,219 children. Flooding affected 33,442 people and disrupted schooling for 6,188 learners. In mid-2025, UNICEF reported more than 50,547 displaced people in the north, over 70 percent of them women and children. Protection monitoring, registration and asylum procedures with UNHCR and the authorities, alternative education, GUPS, social services, community relays and disaster-protection services help depending on location and funding. GBESSOKE was intended in 2025 to reach, among others, 150,000 extremely poor households and 10,000 households affected by flooding; the expansion of GUPS was planned from 85 to 120 offices. These forms of assistance are time-, location- and target-group-specific and do not replace a uniform entitlement for everyone.
