RTVA, S.A. is Andorra’s state-owned public broadcasting company. Its services include RNA radio, Andorra Televisió, the rtva.ad website and social-media channels. RTVA provides public information, supports pluralism and freedom of expression, and presents local culture. Its live and on-demand content is available through its website and related services. The RNA stream is free, requires no registration and works across devices. RTVA also offers the A la carta service as a free, registration-free local alternative for on-demand access. Private print and online media remain relevant alongside RTVA. Andorra also has ANA, a multimedia news agency serving communication professionals, press offices and public and private institutions. Private media do not generally provide free access, and available prices depend on the provider. The government’s 2026 cultural-support programme includes projects for the cultural dissemination of private media; applications are submitted through the Seu electrònica and depend on the relevant call and budget. Catalan is Andorra’s official language. The Llei de la llengua pròpia i oficial regulates the use of Catalan in media programmes and advertising and supports the country’s linguistic heritage. This language framework is separate from the editorial and access conditions set by individual media providers. Paid television and video-on-demand services are also available through Andorra Telecom. Movistar Plus+ streaming can be included in certain television packages. Apps may support mobile phones, tablets, computers and smart TVs, but the catalogue, price, licence, platform and possible geographic availability depend on the chosen service. Internet access is charged separately where it is not included in a package. Andorra’s film and audiovisual sector can apply for 2026 cinematography aid. The programme covers fiction, documentaries and animation for cinema, television, festivals or streaming, with a maximum of 125,000 EUR for a feature film or series. Eligible applicants include natural or legal persons from Andorra and registered Andorran production companies. International productions must meet conditions including at least 30% of filming in Andorra and 20% to 40% in direct local expenditure. Published media and online publications are covered by the legal-deposit framework under Llei 15/2025. Regulation 01/2026 assigns collection, preservation and access functions to the Biblioteca Nacional and the Arxiu Nacional, while protecting privacy and intellectual-property rights. Periodicals require one registration and four copies of each issue. The available research does not establish a specific fee or fee exemption for submission. The Constitution protects freedom of expression, communication and information, as well as rights to reply, rectification and confidentiality. Under Llei 30/2014, a written reply or rectification must generally be requested within 15 days after the reference, and publication normally follows within 48 hours. The affected person chooses either a reply or a rectification. RTVA has a special regime: a rectification request must be made within seven days, with a decision within three days for daily programming or at most seven days in other cases; an appeal may be filed with the Consell Andorrà de l’Audiovisual within seven days. The LQPD protects personal data, with the APDA acting as the supervisory authority. Data subjects may request access, rectification, erasure, restriction, objection and portability, and may object to automated decisions. The first step is to contact the responsible organisation, which normally has one month to respond; a justified difficulty can extend the period by two months. A complaint may then be made to the APDA. Erasure can be limited where it conflicts with freedom of expression or information. For information-society services, children under 16 generally require consent from a parent or legal guardian; this rule does not create a general right to access every platform. Llei 14/2019 recognises children’s rights to information, expression, being heard and social participation. The government project announced on 5 March 2026 for the digital environment is a proposal rather than current law; its planned measures include age restrictions for high-risk social networks, age verification, parental supervision, default SIM controls, school education and reporting channels. Current practice should therefore be checked against the applicable legal status. Andorra Telecom’s free Internet Protegit service filters web content for minors on mobile 4G/5G and home Wi-Fi. Categories include pornography, violence, bullying, drugs, gambling and dating. The filter works in browsers, not inside apps; it is activated by default on mobile after booking, can be activated or deactivated for home Wi-Fi and can be cancelled at any time. ANC-AD is a confidential reporting service for online material involving child sexual abuse and is open to the whole population, including families and young people. RTVA accepts contact through email, telephone and social media and reports on public services and events. The available research does not establish a general statutory entitlement for citizens to receive broadcasting time. The 24e Consell General dels Joves involves young people aged 14 to 16 and can address proposals concerning social media and digital mental health. AProFCa is a voluntary professional association representing communication and journalism interests.
Media in Andorra
Andorra’s media landscape combines the public broadcaster RTVA with private press, digital news services, streaming platforms and social media. Catalan is the official language, and media programmes and advertising are governed by language rules that support its use and cultural heritage. Access, corrections, data protection, youth safety, media production and public participation follow different rules depending on the service and provider.
Tip
Choose RTVA when you need free, registration-free access to local public information, and compare paid services only when their catalogue, devices or package benefits justify the cost. If you publish, produce or manage media in Andorra, plan language compliance, legal-deposit duties, rights deadlines and data-protection procedures before release. Treat youth safety settings and the legal status of proposed digital measures separately, because a government project is not yet a current access rule.
