Shopping in Afghanistan

Common local terms include bazaar (بازار), dukan or shop (دکان), store (فروشگاه), market and commercial centre (مراکز تجارتی). Groceries are mainly sold through physical markets and shops, with wheat flour and imported staples strongly affected by borders, transport and market conditions. The World Bank monitors real-time food prices in 40 markets, while FAO monitors retail prices for staple goods; neither source creates a nationwide supermarket standard. Personal and household shopping includes cosmetics, detergents, hygiene products and other household goods sold through shops, pharmacies, bazaars, local production and imports. Check the seal, expiry date, label and quantity because low-quality, expired and counterfeit goods remain documented risks. Clothing is available from tailors, workshops, bazaars, exhibitions and social-commerce sellers, including Afghan garments, embroidery, shoes and handicrafts. Women-only markets operate in some places, but many have closed in certain areas, and mobility or mahram requirements can restrict access for buyers and sellers; conditions differ substantially between provinces. Technology purchases commonly involve mobile-phone and electronics dealers, specialist shops and social-commerce sellers. Afghanistan National Standards Authority, also known as ANSA, conducts standards work and quality testing that includes electrical equipment, but a nationwide after-sales or warranty network has not been evidenced. Ask the seller what happens if a device is defective and keep the receipt, product label, photographs and payment proof. Online shopping exists but remains fragmented and concentrated in urban niches. Facebook commerce, grocery delivery and local platforms are documented, while current nationwide usage and a complete merchant directory are not established. Mobile broadband, device access, electricity, physical addressing, road conditions, security and interprovincial logistics affect whether delivery works. Afghan Post operates 463 post offices, postal codes, parcel tracking and a call centre at 199, but its published services and rates do not create a universal retail delivery standard. Delivery time, fees, returns and replacement terms therefore depend on the merchant and the delivery channel. Cash is the primary payment method. Formal alternatives include bank accounts, APS or AfPay cards, point-of-sale terminals, ATMs and licensed electronic-money institutions. Hawala is widely used for informal transfers, but it does not replace retail complaint or refund mechanisms. Da Afghanistan Bank regulates electronic-money institutions; listed providers include M-Paisa, M-Hawala, My-Money, MTN MoMo, HesabPay, Aurum Pay and Star Pay. The World Bank estimated 20,000 to 50,000 active wallets in 2024. Before transferring money, verify the provider’s licence, fees, liquidity, recipient and available dispute-resolution process; RTGS and ACH services may be offline, ACSS remains manual, and ATM interoperability is uneven. A Consumer Protection Act was adopted in 2017 under the previous government, but enforcement and complaint handling are fragmented. The Ministry of Industry and Commerce, including its Consumer Affairs Directorate, deals with matters such as price checks, complaints, counterfeit or expired goods, trademark issues and advertising oversight. ANSA covers standards, metrology, laboratories and quality control. The Ministry for the Propagation of Virtue, Prevention of Vice and Hearing of Complaints monitors markets and shops and may address selected essentials, hoarding, overpricing, fraud and weights or measures. Complaint channels are institution-specific, and no current nationwide uniform refund, return or warranty standard or guaranteed processing period has been evidenced. Shopping access is generally greater in Kabul, Herat, Mazar-e-Sharif and other provincial capitals because digital services, logistics and financial services are more available. Remote areas may face weaker addressing, banking, telecommunications, agent liquidity and delivery options. Retail prices depend on the market, imports, foreign exchange and transport; official rate lists cover only selected essentials. Sustainability practices are mainly informal. Afghanistan National Standards Authority has standards and environmental responsibilities, and the National Environmental Protection Agency promotes reusable cloth bags during shopping, but no current nationwide eco-label, extended producer responsibility, deposit-return, recycling or repair-and-refill network has been evidenced. Reducing waste or reusing bags is therefore a voluntary practical choice rather than a nationwide enforceable shopping standard.
